December 9, 2014 <br />At a Regular Meeting of the City Council on Tuesday, December 9, 2014, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., *Marlene <br />W. Randall, Elizabeth M. Psimas, Danny W. Meeks, City Manager John L. Rowe, City <br />Attorney George M. Willson. <br />Pastor Robert Lee opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to approve the minutes of a <br />Called Meeting of November 24, 2014, a Called Meeting of November 25, 2014, and of <br />a Regular Meeting of November 25, 2014, and was adopted by the following vote: <br />Ayes: Cherry, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />• Fire Chief Barfield introduced Amy Ward, the 2014 Paramedic of Year for Virginia. <br />• Presentation to Councilwoman Marlene W. Randall for faithful City Council Service. <br />- Public Hearing - <br />14 -466 Public hearing on the proposed adoption by the City Council of a <br />resolution to request the General Assembly to amend the present City <br />Charter. The proposed amendments to the charter will amend City <br />Charter Section 3.03 c and repeal City Charter Section 3.03 d. The <br />proposed changes will remove (1) the requirement that a sitting council <br />member tender his /her resignation as a council member in order to run for <br />the office of mayor and (2) the procedure for filling a vacancy created by <br />such a resignation. <br />1. Mark Geduldig - Yatrofsky, P. O. Box 50141, asked that this item be placed on the <br />ballot as a referendum to be voted on by citizens. <br />14 - 467 - Public hearing on a street name change application <br />SNC -14 -02 PRENTIS PLACE - Ordinance granting the request of Karen Fisher <br />Davis to change the name of Brighton Street between Effingham <br />Street and Chestnut Street to John T. Fisher Way. This name <br />change is requested in honor of John T. Fisher, Jr. for his years of <br />service to the community and to celebrate the 130th anniversary of <br />Fisher Funeral Home. Vision Principle. A Robust Economy for <br />Working Men and Women. <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO CHANGE THE NAME OF THAT PORTION OF BRIGHTON <br />STREET LOCATED BETWEEN CHESTNUT STREET AND EFFINGHAM STREET TO <br />JOHN T. FISHER WAY." <br />Ayes: Cherry, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 441 - Public hearing on rezoning, use permit, and street closure applications: <br />
