December 9, 2014 <br />WHEREAS, in order to proceed with resolution of the matter, the City Council <br />must give its consent to the settlement which will be implemented by two orders: a <br />Consent Order and Final Agreement and an Administrative Order for Compliance on <br />Consent. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby finds that the proposed settlement is in the best interests of the <br />City and gives its consent to the settlement. <br />BE IT FURTHER RESOLVED that the City Manager, or his designee, be and <br />hereby is, authorized to execute the Consent Order and Final Settlement and the <br />Administrative Order for Compliance on Consent and such other assurances and <br />documents as may be deemed in the best in interest of the City regarding this matter." <br />Ayes: Cherry, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 472 - Adoption of resolutions approving the 2015 State Legislative Package <br />and the 2015 Federal Legislative Package. Vision Principles: Change and New <br />Directions, A Robust Economy for Working Men and Women, Leading Maritime <br />Center, Lifelong Learning Community, Neighborhoods and a Sense of <br />Community, Quality of Life, Efficient Responsive Government, A Proud Military <br />Community, and Pride of Past. <br />Background: <br />• Each Portsmouth City Council member was provided an opportunity to identify <br />issues for inclusion in the afore - mentioned legislative packages. <br />• Every Portsmouth department within the City of Portsmouth was provided an <br />opportunity to identify issues for inclusion in the 2015 State and Federal Legislative <br />Packages. <br />• Via the City's webpage, the citizens of Portsmouth were afforded an opportunity <br />to submit suggestions for the 2015 State and Federal Legislative Packages. <br />�ityAll submissions were included in the draft Power -Point presentation presented to <br />Council at their Public Work Session on Monday, November 10, 2014. <br />�egislative Portsmouth City Council is set to formally adopt the 2015 State and Federal <br />Packages at its subsequent regular City Council meeting on Tuesday, <br />December 9, 2014. <br />Discussion: <br />�ityThe items included in the 2015 Legislative Packages were first vetted with the <br />Manager. <br />• These items were then presented and vetted with the City Council members to <br />determine which items would remain and which would be eliminated. <br />• The items included in the State Legislative Package were agreed upon and will <br />be submitted for introduction by members of the Portsmouth General Assembly <br />Delegation. <br />�ity's The items for the 2015 Federal Legislative Package will be forwarded to the <br />contracted federal lobbyist, Mr. Steven Palmer, Executive Vice President of the <br />lobbying firm Van Scoyoc Associates, Inc. for review and further action. <br />• The 2015 Federal Legislative package will in turn be shared with the City of <br />Portsmouth's Federal delegation members during the annual visit to their offices in <br />Washington, D.C. which will take place on or about March, 2015. <br />Staff Recommendation: <br />• Approval and adoption of both legislative packages.
