<br />At a Regular Meeting of the City Council on Tuesday, November 25, 2014, there
<br />were present:
<br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene
<br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City
<br />Manager John L. Rowe, City Attorney George M. Willson.
<br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />Motion by Mr. Edmonds, and seconded by Mr. Meeks, to approve the minutes of
<br />a Called Meeting of October 27, 2014, a Called Meeting of October 28, 2014, of a
<br />Regular Meeting of October 28, 2014, and of a Called Meeting of November 10, 2014,
<br />and was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />• Police Chief Hargis introduced Jeff Barber, the 2014 Top Cop of Hampton Roads.
<br />- Public Hearing -
<br />14 - 441 -Public hearing on use permit, rezoning and street closure applications:
<br />(a) UP-14-15 DOWNTOWN -Request of Larae Tucker fora use permit to
<br />construct a 7-Eleven convenience store with gasoline sales on the
<br />northeast corner of Effingham Street and Lincoln Street, also
<br />referenced as 1811 Effingham Street. The property is owned by the
<br />City of Portsmouth Economic Development Authority and is
<br />designated in a Mixed Use Employment area on the Future Land
<br />Use Map in the City's Comprehensive Plan. Vision Principle: A
<br />Robust Economy for Working Men and Women.
<br />Motion by Mr. Meeks, and seconded by Ms. Randall, to concur with the
<br />recommendation of the Planning Commission that UP-14-15 be approved, and was
<br />adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />(b) Z-14-04 VICTORY CROSSING/NEW PORT -Request of Thomas C. Kleine,
<br />with Troutman Sanders LLP, to rezone approximately 30.49 acres
<br />from Urban Residential -High with conditions (URH-K) to General
<br />Mixed Use with conditions (GMU-K) located northeast of the
<br />intersection of McLean Street and Interstate 264. The purpose of
<br />this request is to allow for the commercial use of a portion of the
<br />property for a Wal-Mart Grocery Store. The property is designated
<br />in a Mixed Use Corridor on the Future Land Use Map in the City's
<br />Comprehensive Plan. Vision Principle: A Robust Economy for
<br />Working Men and Women.
<br />(c) UP-14-13 VICTORY CROSSING/NEW PORT -Request of Thomas C. Kleine,
<br />with Troutman Sanders LLP, for a use permit for aDrive-Through
<br />window for a Pharmacy associated with a Wal-Mart Grocery Store
<br />to be located northeast of the intersection of McLean Street and
<br />Interstate 264. The property is designated in a Mixed Use Corridor
<br />on the Future Land Use Map in the City's Comprehensive Plan.
