272 <br /> <br />April 14~ !R87 <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Lucas, that authori- <br />zation be granted to execute agreement to acquire the New Mount <br />Ternon Baptist Church, as request, and was adopted by unanimous <br />rote. <br /> <br /> 87-141 Letter from the City Manager recommending adoption of <br /> motion to transmit the 1986 Annual Report on Portsmouth's Urban <br />Enterprise Zone. <br /> <br /> "Attached for your review is the 1986 Annual Report to the <br />State on Portsmouth's Urban Enterprise Zone. <br /> <br /> Activity in the Enterprise Zone is continuing at a rapid pace, <br /> 'ith an 882% increase in building permit activity over the past <br /> years. Expansion of the Zone to encompass PortCentre Commerce <br />Park should continue and strengthen this strong growth rate in the <br />downtown area. <br /> <br /> This report is provided for your information." <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Barnes, that the <br />iity Manager be authorized to transmit the 1986 Annual Report on <br />Portsmouth's Urban Enterprise Zone, as requested, and was adopted <br />oy unanimous vote. <br /> <br /> 87-142 Letter from the City Manager recommending adoption of <br />a motion to refund $16.08 (plus interest) to Judy B. Jaborek for <br />Real Estate Taxes. <br /> <br />"The City Assessor is requesting a refund of $16.08, plus <br />interest, to Ms. Judy Jaborek whose mailing address is 239 Maryland <br /> Portsmouth, Virginia 23707. Ms. Jaborek's house had been <br />assessed for a number years as having two full bathrooms, when in <br />fact, there is only one full bathroom. The refund is for Real Esta~ <br />Taxes assessed and paid in error for the fiscal years 1983-84 throu~ <br />1985-86. <br /> <br /> I recommend that Council adopt this motion and a refund be <br />~ranted with interest." <br /> <br /> Motion of Mr. Simpson and seconded by Mr, Gray, that authori- <br />zation be granted to refund ~16.08, plus interest, to Ms. Judy <br /> Lborek, 239 Maryland Avenue, Portsmouth, Virginia 23707, for Real <br /> ;rate Taxes assessed and paid in error for FY 1983-84 through <br /> 985-86, as requested, and was adopted by unanimous vote. <br /> <br /> 87-143 Letter from <br />motion to refund $39.84 <br /> Miller for Real Estate <br /> <br />the'City Manager recommending adoption of <br />Cplus interest) to James E. and Katherine <br />Taxes. <br /> <br /> "The City Assessor is requesting a refund of $39.84, plus <br />, to Mr. James E.
