October 28, 2014 Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A PORT SECURITY GRANT FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY IN THE AMOUNT OF $22,750 AND APPROPRIATING SAID FUNDS IN THE FY 2014-15 GRANTS FUND FOR USE BY THE POLICE DEPARTMENT TO PURCHASE DIVE EQUIPMENT AND TO PROVIDE DIVE TEAM TRAINING." Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None 14 - 412 -Adoption of an ordinance appropriating in the Other Funds-Grants Fund portion of the FY 2014-15 Education Fund the sum of $20,000 awarded to the Portsmouth Public Schools for educational services for homeless children. Vision Principles: Quality of Life and Lifelong Learning Community. Background: • Under the McKinney-Vento Education for Homeless Assistance Act, the federal government provides states with funding to address the problems that homeless children and youth are facing with enrolling, attending, and succeeding in school. • Based on a formula, the Commonwealth of Virginia received funding to ensure that each homeless child and youth has equal access to the same free, appropriate public education, including a public preschool education, as other children and youth. Discussion: • The Portsmouth School Board is awarded $20,000 for its Homeless Assistance Regarding Needed Educational Services Support (HARNESS) Program designed to remove barriers and provide direct services that ensure the timeliness of enrollment, encourage daily attendance, and support academic success of homeless children and youth within Portsmouth Public Schools. Financial Impact: • The appropriation of $20,000 will increase the funding in the Fiscal Year 2014 - 2015 Portsmouth Public Schools Operating Budget. Recommended Action: • Adoption of the ordinance. Motion by Ms. Randall, and seconded by Ms. Psimas, to adopt the following ordnance, and was adopted by the following vote: "ORDINANCE APPROPRIATING IN THE OTHER FUNDS - GRANTS FUND PORTION OF THE FY 2014-15 EDUCATION FUND THE SUM OF $20,000 AWARDED TO THE PORTSMOUTH PUBLIC SCHOOLS FOR EDUCATIONAL SERVICES FOR HOMELESS CHILDREN." Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None 14 - 413 -Adoption of an ordinance reappropriating the sums of $121,542 in the FY 2014-15 General Fund, $108,805 in the FY 2014-15 Public Utilities Fund, and $2,367,617 in the FY 2014-15 Education Fund in outstanding encumbrances remaining in City and Portsmouth Public Schools FY 2013-14 Operating Funds on June 30, 2014.
