October 28, 2014 <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A PORT SECURITY GRANT FROM THE U.S. <br />DEPARTMENT OF HOMELAND SECURITY IN THE AMOUNT OF $22,750 AND <br />APPROPRIATING SAID FUNDS IN THE FY 2014-15 GRANTS FUND FOR USE BY <br />THE POLICE DEPARTMENT TO PURCHASE DIVE EQUIPMENT AND TO PROVIDE <br />DIVE TEAM TRAINING." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 412 -Adoption of an ordinance appropriating in the Other Funds-Grants Fund <br />portion of the FY 2014-15 Education Fund the sum of $20,000 awarded to the <br />Portsmouth Public Schools for educational services for homeless children. <br />Vision Principles: Quality of Life and Lifelong Learning Community. <br />Background: <br />• Under the McKinney-Vento Education for Homeless Assistance Act, the federal <br />government provides states with funding to address the problems that homeless <br />children and youth are facing with enrolling, attending, and succeeding in school. <br />• Based on a formula, the Commonwealth of Virginia received funding to ensure <br />that each homeless child and youth has equal access to the same free, appropriate <br />public education, including a public preschool education, as other children and youth. <br />Discussion: <br />• The Portsmouth School Board is awarded $20,000 for its Homeless Assistance <br />Regarding Needed Educational Services Support (HARNESS) Program designed to <br />remove barriers and provide direct services that ensure the timeliness of enrollment, <br />encourage daily attendance, and support academic success of homeless children and <br />youth within Portsmouth Public Schools. <br />Financial Impact: <br />• The appropriation of $20,000 will increase the funding in the Fiscal Year 2014 - <br />2015 Portsmouth Public Schools Operating Budget. <br />Recommended Action: <br />• Adoption of the ordinance.
