October 28, 2014 <br />Discussion: <br />• The Child and Adult Care Food Program (CACFP) Kids Meals Program for 2013- <br />2014 school year will include five (5) Recreation Center sites and ten (10) 6 TO SIX <br />after school care sites. <br />• It is estimated that the program will serve 520 snacks and 520 dinners daily. <br />Financial Impact: <br />• There is no City cash match required. The grant is a total reimbursement grant <br />based on the number of meals served. <br />Staff Recommends: <br />• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• The full implementation of the Child and Adult Care Food Program (CACFP) <br />Kids Meals Program throughout the 2014-2015 school year <br />Motion by Mr. Meeks, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A KIDS MEALS PROGRAM GRANT IN THE AMOUNT <br />OF $389,976 FROM THE U.S. DEPARTMENT OF AGRICULTURE CHILD AND <br />ADULT CARE FOOD PROGRAM THROUGH THE VIRGINIA DEPARTMENT OF <br />HEALTH AND APPROPRIATING SAID FUNDS IN THE FY 2014-15 GRANTS FUND." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 411 -Adoption of an ordinance accepting a Port Security Grant from the U.S. <br />Department of Homeland Security in the amount of $22,750 and appropriating <br />said funds in the FY 2014-15 Grants Fund for use by the Police Department to <br />purchase dive equipment and to provide dive team training. Vision Principles: <br />Change and New Directions and Leading Maritime Center. <br />Background: <br />• The Portsmouth Police Department (PPD) has been awarded grant funding in the <br />amount of $22,750.00 from the Department of Homeland Security (DHS) to provide <br />funds to purchase dive equipment and dive training for the PPD. <br />• Since estimated revenue in the FY 2014-2015 Grants Fund is increased by <br />$22,750.00 that amount will be appropriated in the FY 2014-2015 Grants Fund. <br />Discussion: <br />• The FY 2014 PSGP funds will be used to provide funding for the purchase of <br />dive gear equipment and dive team member training. This project will allow the PPD to <br />maintain its core capabilities as a first tier response agency for all Norfolk Harbor <br />maritime incidents in accordance with the VA AMS and national priorities and plans. <br />• Additionally, this project allows PPD continued sustainability of our counter- <br />terrorism response proficiencies in event of an attack in the region. <br />Financial Impact: <br />• The grant award amount is $22,750.00 of DHS funds for the PPD. <br />• The City does not have to provide any cash or in-kind match. <br />• The City has no obligation once the grant has ended. <br />Staff Recommends: <br />• Adoption of an ordinance to appropriate the $22,750 from DHS to the PPD to <br />provide funds for acquisition of dive equipment and dive team member training. Vision <br />Principles: Change and New Directions and Leading Maritime Center. <br />Next Steps Following Council Action: <br />• The Chief of Police or his designee will provide grant management and oversight. <br />
