September 9, 2014 <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 334 -Adoption of an ordinance accepting a grant in the amount of $286,920 <br />from the Virginia Department of Fire Programs and appropriating said funds in <br />the FY 2014-15 Grants Fund for use by the Department of Fire, Rescue, and <br />Emergency Services. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Background: <br />• The Virginia Department of Fire Programs has been providing entitlement funds <br />to localities for more than twenty years. <br />• "Aid to Localities" provides Virginia cities, towns and counties with funds to pay <br />for training, construction of training centers, firefighting equipment, and protective <br />clothing. <br />• The funds are derived from one-percent of fire-related insurance coverage and <br />are allocated based on population. <br />Discussion: <br />• This year, the City of Portsmouth <br />$286,920.00 in Fire Program Funds. <br />• Each year, the City must report to the <br />money is used. <br />has been notified that it will receive <br />Department of Fire Programs how the <br />• Funds will be used to support fire and emergency services within the City of <br />Portsmouth. <br />Financial impact: <br />• These grant funds require no local cash match. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• Acquire additional fire protection equipment and continue to provide necessary <br />training for our fire personnel. <br />Motion by Mr. Meeks, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $286,920 FROM THE <br />VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND APPROPRIATING SAID <br />FUNDS IN THE FY 2014-15 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />FIRE, RESCUE, AND EMERGENCY SERVICES." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 335 -Adoption of an ordinance accepting a grant in the amount of $3,479 <br />from the U.S. Department of Transportation National Highway Traffic Safety <br />Administration through the Virginia Highway Safety Office and appropriating said <br />funds in the FY 2014-15 Grants Funds for use by the Police Department. <br />Vision Principles: Quality of Life and Efficient Responsive Government. <br />Background: <br />• The Portsmouth Police Department has been awarded grant funding in the <br />amount of $3,479 from the US Department of Transportation (DOT) National Highway <br />Traffic Safety Administration (NHTSA) through the Virginia Highway Safety Office <br />(VHSO). <br />• Since estimated revenue in the FY 2014-2015 Grants Fund will increase by <br />$3,479, that amount will be appropriated in the FY 2014-2015 Grants Fund. <br />
