September 9, 2014 <br />At a Regular Meeting of the City Council on Tuesday, September 9, 2014, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to approve the minutes of a <br />Called Meeting of August 25, 2014, and of a Regular Meeting of August 26, 2014, and <br />was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- City Manager's Report - <br />14 - 333 -Adoption of an ordinance accepting a grant in the amount of $1,800 <br />from the Department of Behavioral Health and Developmental Services and <br />appropriating said funds in the FY 2014-15 Behavioral Healthcare Services Fund <br />to provide funding for a staff scholarship to the National Prevention Network <br />conference in September. Vision Principles: Neighborhoods and a Sense of <br />Community. <br />Background: <br />• The Virginia Department of Behavioral Health and Development Services <br />(DBHDS) is providing scholarships to each Community Services Board (CSB) for the <br />NPN conference to be held in Hartford, Connecticut on September 15-18, 2014. <br />Discussion: <br />• NPN conference funds are State General Funds that will be used to cover <br />expenses for the Research Conference to cover transportation, lodging, per diem and <br />conference registration. <br />• The use of funds will provide workforce development effort to ensure that the <br />CSB Prevention leadership has the knowledge and skills to implement the Strategic <br />Prevention Framework using the latest in research and practice as it relates to <br />behavioral health wellness (substance abuse prevention and mental health promotion). <br />Financial Impact: <br />• There is no financial impact to the city. <br />Recommended Action: <br />• Adoption of a resolution to approve appropriation of $1,800 to the Department of <br />Behavioral Healthcare Services. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• If the requested appropriation is approved, the Director of BHS will ensure the <br />proper disbursement of funds for National Prevention Research Conference. <br />Motion by Mr. Meeks, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $1,800 FROM THE <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES <br />AND APPROPRIATING SAID FUNDS IN THE FY 2014-15 BEHAVIORAL <br />HEALTHCARE SERVICES FUND TO PROVIDE FUNDING FOR A STAFF <br />SCHOLARSHIP TO THE NATIONAL PREVENTION NETWORK CONFERENCE IN <br />SEPTEMBER." <br />
