August 26, 2014 <br />Background: <br />• The Portsmouth Adult Drug Treatment Court was established to serve as an <br />intensive treatment program for the purpose of treating nonviolent felony offenders who <br />are dependent upon drugs and/or alcohol. <br />Discussion: <br />• This program was first implemented in 2000. <br />Financial Impact: <br />• The Department of Behavioral Healthcare Services has agreed to pay half of the <br />salary and fringe benefits ($27,058.00) of the case manager for the program. <br />Staff Recommends: <br />• Adoption of proposed ordinance. Vision Principle: Neighborhoods and a Sense <br />of Community. <br />Next Steps Following Council Action: <br />• The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will <br />rest with the Third Judicial District Circuit Court of the City of Portsmouth. <br />Motion by Mr. Meeks, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING GRANT FUNDING IN THE AMOUNT OF $165,000 FROM <br />THE OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF <br />VIRGINIA AND APPROPRIATING SAID FUNDS IN THE FY 2014-15 GRANTS FUND <br />TO BE EMPLOYED BY THE THIRD JUDICIAL DISTRICT CIRCUIT COURT FOR THE <br />PORTSMOUTH ADULT DRUG TREATMENT COURT." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright <br />Nays: None <br />14 - 312 -Adoption of an ordinance accepting a grant in the amount of $57,992 <br />from the Virginia Department of Emergency Management and appropriating said <br />funds in the FY 2014-15 Grants Fund, for the Local Emergency Management <br />Program Grant from the Virginia Department of Emergency Management. Vision <br />Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• The Virginia Department of Emergency Management recognizes the critical role <br />of emergency management at the local level. Strong local emergency management <br />programs keep the Commonwealth safer, and allow all of us to respond and recover <br />effectively and efficiently when an emergency or disaster occurs. <br />• The grant requires a 1:1 match ratio and the salary of the Battalion Chief that <br />acts as the Deputy Coordinator of Emergency Management is utilized as the City's <br />contribution. <br />Discussion: <br />• Emergency Management equipment, supplies, and training are funded by this <br />program. This funding is essential in supporting the mission of protecting Portsmouth <br />citizens from natural and man-made disasters. <br />Financial Impact: <br />• In-kind match (Salary of Deputy Coordinator of Emergency Management). <br />Staff Recommends: <br />• Adoption of a proposed ordinance.
