August 26, 2014 Background: • The Portsmouth Adult Drug Treatment Court was established to serve as an intensive treatment program for the purpose of treating nonviolent felony offenders who are dependent upon drugs and/or alcohol. Discussion: • This program was first implemented in 2000. Financial Impact: • The Department of Behavioral Healthcare Services has agreed to pay half of the salary and fringe benefits ($27,058.00) of the case manager for the program. Staff Recommends: • Adoption of proposed ordinance. Vision Principle: Neighborhoods and a Sense of Community. Next Steps Following Council Action: • The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will rest with the Third Judicial District Circuit Court of the City of Portsmouth. Motion by Mr. Meeks, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING GRANT FUNDING IN THE AMOUNT OF $165,000 FROM THE OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF VIRGINIA AND APPROPRIATING SAID FUNDS IN THE FY 2014-15 GRANTS FUND TO BE EMPLOYED BY THE THIRD JUDICIAL DISTRICT CIRCUIT COURT FOR THE PORTSMOUTH ADULT DRUG TREATMENT COURT." Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright Nays: None 14 - 312 -Adoption of an ordinance accepting a grant in the amount of $57,992 from the Virginia Department of Emergency Management and appropriating said funds in the FY 2014-15 Grants Fund, for the Local Emergency Management Program Grant from the Virginia Department of Emergency Management. Vision Principle: Neighborhoods and a Sense of Community. Background: • The Virginia Department of Emergency Management recognizes the critical role of emergency management at the local level. Strong local emergency management programs keep the Commonwealth safer, and allow all of us to respond and recover effectively and efficiently when an emergency or disaster occurs. • The grant requires a 1:1 match ratio and the salary of the Battalion Chief that acts as the Deputy Coordinator of Emergency Management is utilized as the City's contribution. Discussion: • Emergency Management equipment, supplies, and training are funded by this program. This funding is essential in supporting the mission of protecting Portsmouth citizens from natural and man-made disasters. Financial Impact: • In-kind match (Salary of Deputy Coordinator of Emergency Management). Staff Recommends: • Adoption of a proposed ordinance. Vision Principle: Neighborhoods and a Sense of Community. Next Steps Following Council Action: • Acquire equipment, supplies, and training in support of the City's comprehensive emergency management program.
