August 12, 2014 <br />At a Regular Meeting of the City Council on Tuesday, August 12, 2014, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />Pastor Charles Kelly opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Edmonds, and seconded by Ms. Randall, to approve the minutes <br />of a Called Meeting July 7, 2014, of a Called Meeting July 8, 2014, of a Regular Meeting <br />of July 8, 2014, and of a Called Meeting of July 21, 2014, and was adopted by the <br />following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 289 -Presentation: <br />• Presentation of plaque recognizing the City as a 2014 Finalist for the All America City <br />Award. <br />- Public Hearing - <br />14 - 290 -Public hearing on a use permit application: <br />(a) UP-14-10 WESTHAVEN -Jensen Baker, on behalf of The Mind Power <br />Enterprise, Inc., requests a use permit for a Civic Lodge/Club with a <br />Youth Club Facility in an existing building located 3801 King Street. <br />The property is owned by DWM Properties LLC, is zoned Urban <br />Residential High Density (UR-H). This location is within the <br />Midtown Regional Activity Center, and the Comprehensive Plan's <br />Generalized Future Land Use Map designates this property for <br />Single Family Residential (Low/Medium Density) uses. Vision <br />Principle: A Robust Economy for Working Men and Women. <br />There were no speakers. <br />Motion by Ms. Psimas, and seconded by Mr. Edmonds, to concur with the <br />recommendation of the Planning Commission that UP-14-10 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />Councilman Meeks was absent during the vote due to a financial interest in this project. <br />- City Manager's Report - <br />14 - 291 -Adoption of an ordinance accepting a grant in the amount of $544,950 <br />from the Department of Criminal Justice Services and appropriating said funds in <br />the FY2014-15 Grants Fund to provide funding to operate local probation and <br />pretrial services in the City of Portsmouth. Vision Principle: Neighborhoods and <br />a Sense of Community. <br />Background: <br />• The Community Corrections & Pretrial Services Program has been continually <br />funded by the state since 1995. It is a diversion from incarceration program. <br />• This state funding allows us to provide quality supervision to non-violent <br />probationers and defendants in the community and directly impact the jail population. <br />
