August 12, 2014 <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby approves, and authorizes and directs the Mayor or City Manager <br />to execute and City Clerk to attest, on behalf of the City Portsmouth, Virginia, that <br />certain Amended and Restated Agreement For Creation of the Hampton Roads <br />Regional Jail Authority and that certain Amended and Restated Service Agreement <br />among the Hampton Roads Regional Jail Authority and its members, copies of which <br />are attached hereto and made a part hereof." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- New Business - <br />14 - 299 -Boards and Commissions <br />There were no appointments. <br />14 - 300 -Items Submitted by Council Members <br />- Mayor Wright spoke on the following events: <br />- Called on Janey Culpepper, City Assessor, to give an announcement. <br />• Janey Culpepper, City Assessor, announced that the Portsmouth City <br />Assessor's Office had earned the covenant Certificate of Excellence in <br />Assessment Administration. <br />- Saluted students that competed in the NAACP ACT-SO Awards. <br />- Congratulated students that received scholarships from the Tidewater Builders <br />Association. <br />- Thanked Tax Payer Alliance for hosting School Board candidates forum. <br />- Upcoming Tax Payer Alliance Forum for City Council candidates, Saturday, <br />September 13, 2014 at 9 a.m. <br />- Upcoming Martin Luther King Steering Committee Forum for City Council <br />candidates, Tuesday, September 19, 2014 at 7 p.m. and forum for School Board <br />candidates, Tuesday, September 30, 2014. <br />- Ms. Psimas spoke on the following events: <br />- U.S. Army Fleet Band concert held at Willett Hall. <br />- 44t" Annual Seawall Arts Show on August 23 and 24. <br />- Farmer's Market every Saturday from 9 a.m. to 2 p.m. through December. <br />- Music at Portside every Friday night from 6 p.m. to 9 p.m. <br />- Antiques Flea Market, nTelos Virginia Craft Beer and Wine Festival, and Food <br />Truck Rally on Saturday, September 6t" <br />- nTelos events include Kenny Loggins on Saturday, August 16, Chicago on Friday <br />September 26 and Judas Priest on Saturday, October 25. <br />- Mr. Moody asked that Staff give a report on fishing pier. <br />• Margaret Thorne, Director of Parks and Recreation, provided an update on the <br />fishing pier in City Park. <br />- Mayor Wright informed citizens of the ribbon cutting at Zion Baptist Church. <br />- Vice Mayor Cherry provided a historical account of Zion Baptist Church. <br />- Mayor Wright thanked St. Mark Missionary Baptist Church for holding health fair. <br />- Ms. Psimas also informed citizens of free movies every Saturday at Portside and <br />every Sunday at City Park. <br />- Mr. Moody gave a report on the Coast Guard Annual Picnic. <br />14 - 301 -Report on Pending Items <br />• There were no pending items. <br />
