June 10, 2014 <br />WHEREAS, the easement is necessary for the purpose of installing, relocating, <br />upgrading, and/or maintaining sanitary sewer facilities; <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that the City Manager is hereby authorized to execute a Deed of Easement to <br />Hampton Roads Sanitation District, and take all other steps necessary to grant the <br />requested easement." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br />14-220 (B): <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN EASEMENT <br />TO HAMPTON ROADS SANITATION DISTRICT ON PROPERTY OWNED BY THE <br />CITY OF PORTSMOUTH IN THE 1200 BLOCK OF SOUTH STREET FOR THE <br />PURPOSE OF INSTALLING, RELOCATING, UPGRADING, AND/OR MAINTAINING <br />SANITARY SEWER FACILITIES <br />WHEREAS, Hampton Roads Sanitation District has requested an easement on <br />certain property owned by the City of Portsmouth in the 1200 block of South Street <br />commencing at the northwest intersection of Elm Avenue and South Street and running <br />westerly along the northern right-of-way of South Street approximately 232 feet; and <br />WHEREAS, the easement is necessary for the purpose of installing, relocating, <br />upgrading, and/or maintaining sanitary sewer facilities; <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that the City Manager is hereby authorized to execute a Deed of Easement to <br />Hampton Roads Sanitation District, and take all other steps necessary to grant the <br />requested easement." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 221 -Adoption of a resolution authorizing the Department of Public Utilities <br />to exceed by 25% or more the contract for Quadrant 1 of the Downtown Master <br />Utility Plan Working Men and Women and Neighborhoods and a Sense of <br />Community. <br />Motion by Mr. Meeks, and seconded by Mr. Moody, to defer consideration of Item <br />14-221 to the June 24, 2014 City Council Meeting, and was adopted by the following <br />vote: <br />Ayes: Cherry, Meeks, Moody, Psimas, Randall, Wright <br />Nays: Edmonds <br />14 - 222 -Adoption of a resolution authorizing a Memorandum of Agreement <br />with the African-American Historical Society, Inc., for the operation of the <br />Portsmouth Colored Community Library Museum on Elm Avenue. Vision <br />Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• The African-American Historical Society, Inc. is a group of community volunteers <br />who are committed to preserving and interpreting the history of the African American <br />community in Portsmouth. <br />• The Society was instrumental in preserving the Portsmouth Colored Community <br />Library building which was relocated to its present location at 904 Elm Avenue in 2007. <br />Since relocation, the Society raised funds from private contributions to renovate the <br />interior as a history museum. <br />
