<br />At a Regular Meeting of the City Council on Tuesday, May 27, 2014, there were
<br />present:
<br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene
<br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr. ,Danny W. Meeks, City
<br />Manager John L. Rowe, City Attorney George M. Willson.
<br />Councilman Curtis E. Edmonds, Sr. opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a
<br />Called Meeting of May 12, 2014, of a Called Meeting of May 13, 2014, and of a Regular
<br />Meeting of May 13, 2014, and was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />14 - 197 -Presentation:
<br />• Presentation of proclamations for the 100t" anniversary of the Portsmouth Public
<br />Library and the 40t" anniversary of Friends of the Portsmouth Public Library.
<br />• Mayor Wright recognized Church and Community in Action for their work with the
<br />Umoja Festival, the Mayor's Military Affairs Commission for their work with the
<br />Memorial Day Parade and Mr. Joe Wright for being the Master of Ceremony for the
<br />Memorial Day Parade.
<br />- Unfinished Business -
<br />14 - 181 -Use permit:
<br />Motion by Mr. Cherry, and seconded by Mr. Moody, to adopt the following
<br />resolution approved on first reading at the May 13, 2014 meeting, and was adopted by
<br />the following vote:
<br />14-181 (a):
<br />"RESOLUTION GRANTING A USE PERMIT (UP-14-04) TO THERESA COX-FORD
<br />FOR A FAMILY CHILD DAY CARE HOME AT 603 HANSEN AVENUE.
<br />WHEREAS, Theresa Cox-Ford, co-owner of the subject property, has made
<br />application pursuant to Section 40.1-2.3B of the Code of the City of Portsmouth, Virginia
<br />(2006) for a use permit for a Family Child Day Care Home (as said term is defined in the
<br />Zoning Ordinance) at 603 Hansen Avenue, Portsmouth, Virginia; and
<br />WHEREAS, Thomas Ford, the other co-owner of the subject property, has
<br />consented to the filing of the application; and
<br />WHEREAS, the applicant and the Planning Director have done all things
<br />required to be done in connection with said application; and
<br />WHEREAS, the Planning Commission has recommended the granting of the
<br />application for a use permit with conditions.
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia:
<br />1. That it finds that the use for which the permit is sought:
<br />(a) Complies with the applicable standards of the Zoning Ordinance;
<br />(b) Is consistent with the comprehensive plan;
