May 27, 2014 <br />WHEREAS, it is necessary that this Council take official action regarding the 5- <br />Year CP and the 2015 Annual Action Plan to comply with the regulations of the <br />aforementioned Acts; and <br />WHEREAS, this Council is aware of the federal regulations governing the <br />undertaking and carrying out of activities under the community planning and <br />development programs; and <br />WHEREAS, this Council recognizes its responsibility to direct that safeguards be <br />established to protect employees from using their positions for a purpose that gives the <br />appearance of being motivated by a desire for private gain for themselves or others, <br />particularly those with whom they have family, business or other ties; and <br />WHEREAS, this Council has found that the proposed 5-Year CP and 2015 <br />Action Plan are appropriate to meet the needs of the City and, therefore, are <br />acceptable. <br />NOW THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the proposed Community Planning and Development 5-Year CP and 2015 <br />Action Plan having been reviewed and considered, said Plans be and hereby are <br />approved as final in all respects, and the City Manager is hereby authorized to file any <br />additional information as may be required with the Department of Housing and Urban <br />Development in order to obtain funding for the programs addressed in the Plans. <br />BE IT FURTHER RESOLVED that the City Manager is designated as the <br />certifying officer and authorized representative of the City of Portsmouth and shall <br />provide assurances as required of the locality by the Acts for the approval of the <br />Program." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Mr. Edmonds, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />1. Box 50141, spoke in opposition of the elimination of <br />route 47 Saturday bus service. <br />14-199 (G) <br />"ORDINANCE TO APPROPRIATE $385,779,831 FOR THE OPERATION OF CITY <br />GOVERNMENT DURING THE FISCAL YEAR BEGINNING JULY 1, 2014." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Ms. Randall, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />14-199 (H) <br />"ORDINANCE APPROVING THE FY 2015-19 CAPITAL IMPROVEMENT PROGRAM <br />AND APPROPRIATING $17,132,757 IN THE FY 2015 CAPITAL IMPROVEMENT <br />FUND, $400,000 IN THE FY 2015 PARKING AUTHORITY CAPITAL IMPROVEMENT <br />FUND AND $55,000,000 IN THE FY 2015 PUBLIC UTILITIES CAPITAL <br />IMPROVEMENT FUND." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Ms. Psimas, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />
