May 27, 2014 <br />BE IT FURTHER RESOLVED that the City of Portsmouth does hereby certify to <br />the Virginia Retirement System Board of Trustees that it elects to pay the Alternate Rate <br />of 9.67%; <br />BE IT FURTHER RESOLVED that the City of Portsmouth does hereby certify to <br />the Virginia Retirement System Board of Trustees that it has reviewed and understands <br />the information provided by the Virginia Retirement System outlining the potential future <br />fiscal implications of any election made under the provisions of this resolution; and <br />BE IT FURTHER RESOLVED that the City Manager and the Chief Financial <br />Officer are hereby authorized and directed in the name of the City of Portsmouth to <br />carry out the provisions of this resolution, and said City officers are authorized and <br />directed to pay over to the Treasurer of Virginia from time to time such sums as are due <br />to be paid by City of Portsmouth for this purpose." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br />1. Box 50141, spoke in opposition to this item. <br />14-199 (E) <br />"ORDINANCE ADOPTING THE FY 2014-15 CLASSIFICATION AND PAY PLAN FOR <br />EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Mr. Meeks, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br />14-199 (F) <br />"RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT 5- <br />YEAR CONSOLIDATED PLAN FFY2014 to FFY2018 (CITY FY2015 TO FY2019) AND <br />THE 2015 ANNUAL ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />AND AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO <br />OBTAIN THE CITY'S COMMUNITY PLANNING AND DEVELOPMENT GRANT <br />ENTITLEMENTS. <br />WHEREAS, pursuant to the Housing and Community Development Act of 1974, <br />as amended, and the Cranston -Gonzalez National Affordable Housing Act of 1992, as <br />amended, ("Acts"), financial assistance is provided to enable localities to provide decent <br />housing, establish and maintain suitable living environments, and expand economic <br />opportunities for low to moderate income residents; and <br />WHEREAS, The US Department of Housing and Urban Development (HUD) <br />requires the City of Portsmouth to complete a 5-Year Consolidated Plan (CP) that <br />develops a comprehensive vision that encompasses affordable housing, adequate <br />infrastructure, fair housing, enhancement of civic design, vigorous economic <br />development combined with human development, and a continuum of care for helping <br />the homeless; and <br />WHEREAS, each of the Community Planning and Development programs <br />(Community Development Block Grant and Home Investment Partnerships) shall be <br />operated on a single consolidated program year; and <br />WHEREAS, the required public hearing has been held and the City Council has <br />reviewed the proposed Community Planning and Development 5-Year CP and 2015 <br />Action Plan ("2015 Annual Action Plan"); and <br />
