May 13, 2014 • The Strategic Teacher Compensation Grant does not require a local match. • The Portsmouth School Board passed a resolution on May 1, 2014 requesting that City Council appropriate the amount for use in its Grant Fund for Fiscal Year 2013 - 2014. Financial Impact: • The appropriation of $60,000 will increase the funding in the Fiscal Year 2013 - 2014 Portsmouth Public Schools Grant Fund Budget. Recommended Action: • Adoption of the ordinance. Vision Principles: Quality of Life and Lifelong Learning Community. Next Steps Following Council Action: • Finance will complete the necessary budget adjustments. Motion by Ms. Randall, and seconded by Mr. Meeks, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE IN THE OTHER FUNDS-GRANTS FUND PORTION OF THE FY 2013-14 EDUCATION FUND THE SUM OF $60,000 IN INDIVIDUALS WITH DISABILITIES EDUCATION ACT GRANT FUNDS RECEIVED FROM THE COMMONWEALTH OF VIRGINIA FOR DELIVERY OF ADDITIONAL INSTRUCTION TO DISABLED MIDDLE AND HIGH SCHOOL STUDENTS." Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright Nays: None 14 - 184 -Adoption of an ordinance to appropriate the sum of $378,935 in the Other Funds-School Activities Fund portion of the FY 2013-14 Education Fund. Background: • As its budget, the School Board provides funding to its various schools for certain activities during the school year. Discussion: • The School Board had identified $725,000 that was transferred to the activities funds accounts of the various schools from the fiscal year 2012 - 2013 School Board Budget. • As of June 30, 2013, the schools had expended $346,065; leaving a balance of $378, 935. • On December 5, 2013, the Portsmouth School Board passed a resolution requesting that City Council reappropriate the amount of the unspent funds to its Fiscal Year 2013 -2014 Operating Budget. Financial Impact: • The appropriation of $378,935 will increase the funding in the Fiscal Year 2013- 2014 Portsmouth Public Schools Operating Budget. Recommended Action: • Adoption of the ordinance.
