April 22, 2014 <br />29. Daren Moore, 906 Home Avenue, asked that City Council fully fund the School <br />Board's budget request. <br />30. Abraham Rodriguez, 124 Keeper Street, asked that City Council fully fund the <br />School Board's budget request. <br />31. Patricia Mynes, 4409 Southampton Arch, asked that City Council fully fund the <br />School Board's budget request. <br />32. Patrick Mynes, 4409 Southampton Arch, asked that City Council fully fund the <br />School Board's budget request. <br />33. Robin Moore, 5686 Rivermill Circle, asked that City Council fully fund the School <br />Board's budget request. <br />34. James Bridgeford, 2002 Sawgrass Lane, wanted to clear up statements concerning <br />textbooks for students and asked that City Council fully fund the School Board's <br />budget request. <br />35. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to a proposal to <br />increase vehicle registration fees. <br />(c) Public hearing on recommended 2015-2019 Capital Improvement <br />Program. <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that City Council provide another <br />public hearing on the Capital Improvement Program and move the budget adoption <br />to the May 27, 2014 Council meeting to give citizens more time to review new <br />information that was provided. <br />- Unfinished Business - <br />14 - 142 -Use permit: <br />Motion by Mr. Meeks, and seconded by Mr. Moody, to adopt the following <br />resolution approved on first reading at the April 8, 2014 meeting, and was adopted by <br />the following vote: <br />14-142: <br />"RESOLUTION GRANTING A USE PERMIT (UP-14-02) TO REBKEE PARTNERS <br />SCOTT, LLC TO CONSTRUCT A CONVENIENCE STORE WITH GAS SALES AT <br />1098 FREDERICK BOULEVARD. <br />WHEREAS, Rebkee Partners Scott, LLC, contract purchaser of the subject <br />property, has made application pursuant to Section 40.1-2.3B of the Code of the City of <br />Portsmouth, Virginia (2006) for the granting of a use permit to construct a convenience <br />store with gas sales at 1098 Frederick Boulevard, Portsmouth, Virginia; and <br />WHEREAS, Wal-Mart Real Estate Business Trust, the owner of the property, has <br />consented to the filing of the application; and <br />
