<br />At a Regular Meeting of the City Council on Tuesday, April 8, 2014, there were
<br />present:
<br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene
<br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., City Manager John L.
<br />Rowe, Jr., City Attorney George M. Willson.
<br />Reverend Gregory Yancey, Sr., opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />Motion by Mr. Edmonds, and seconded by Ms. Randall, to approve the minutes
<br />of a Called Meeting of March 24, 2014, of a Called Meeting of March 25, 2014, of a
<br />Regular Meeting of March 25, 2014, and of a Called Meeting of March 31, 2014, and
<br />was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />- Public Hearing -
<br />14 - 142 -Public hearing on a use permit application:
<br />UP-14-02 WESTHAVEN PARK - G. Eric Doering with Kimley-Horn and Associates,
<br />Inc., on behalf of Wawa, is requesting a use permit to construct a
<br />convenience store with gas sales at 1098 Frederick Boulevard. The
<br />property is owned by Walmart Real Estate Business Trust and is designed
<br />on the Comprehensive Plan's Generalized Future Land Use Map for
<br />commercial development. This property is located in the General Mixed
<br />Use, GMU, zoning district. Vision Principle: A Robust Economy for
<br />Working Men and Women.
<br />There were no speakers.
<br />Motion by Ms. Psimas, and seconded by Mr. Moody, to concur with the
<br />recommendation of the Planning Commission that UP-14-02 be approved, and was
<br />adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright
<br />Nays: None

<br />There were no appointments.
<br />14 - 144 -Items Submitted by Council Members
<br />- Mayor Wright spoke on the following events:
<br />- Equal Pay Day, April 8, 2014.
<br />- Great American Clean Up Day
<br />• Donna Corbus, Recycling Coordinator, informed citizens of Great American
<br />Clean Up Day, Saturday, April 12, 2014, gam-noon, and asked that all come
<br />out to participate
<br />- Change of Command Ceremony for Rear Admiral Elaine Wagner at Naval
<br />Medical Center Portsmouth who was replaced by Rear Admiral Terry Moulton.
<br />- Mr. Moody reminded citizens of the upcoming Portsmouth's Invitational Tournament,
<br />April 16-19, 2014. He also asked that the issue of equal pay for women be part of
<br />the Legislative Package.
