<br />Howard L. Davis, G~orge N. Powers, Sr., and C. L, Knight be appoint
<br />viewers and that Raymond Tweed and Waldo Davis be appointed alterna~
<br />~iewers in the event one of the preceding viewers fails to particip~
<br />~aid viewers to view the hereinafter described portion of said stre~
<br /> to report tc this Council in writing whether in their opinion
<br />any, and if'any what, inconvenience would result in vacating and
<br />closing the foll6wing:

<br />A Portion of North Street
<br />
<br /> All that certain piece or parcel of land, lying and
<br />being in the City of Portsmouth, Virginia, and being more
<br />particularly described as follows: All that portion of North
<br />Street abutting and lying immediately north of and adjacent
<br />to the North side of the cul=de=sac at the east end of North
<br />Street, the western most portion of said street to be closed
<br />being a point on the north side of North Street 173.02 feet
<br />east of the ~ortheast intersection of North Street and Mt.
<br />Vernon Avenue and said portion to be closed extending east-
<br />ward to the former eastern end of North Street, all as is
<br />more particularly described and shown on that certain plat
<br />entitled "Plat Sh~ii~ Disposition Parcels 153, 154, 155,
<br />and 157 Mt. Hermon Conservation and Redevelopmen~ Project
<br />VA R-69, Portsmouth, Virginia, Surveys, Portsmouth, Virginia,
<br />dated October 10, 1~86 and recorded in the Clerk's Office
<br />of the Circuit Court of the City of Portsmouth, Virginia in
<br />Map Book 13, Page 178 and said portion of North Street to
<br />be closed therein being identified by the reference, "See
<br />Note 4"."

<br /> 87-175 Letter from the City Manager recommending adoption of
<br />~ motion to accept a Coastal Resources Management Program Grant in
<br />the amount of $40,000 from the National Oceanic & Atmospheric Admini
<br />~tration to add a coastal area~shoreline component to the City's
<br />]omprehensive Plan.
<br />
<br /> "I have recently been notified by Mr. Keith J. Buttleman of the
<br /> the Council on the Environment of a gran~ award to the City of
<br />Portsmouth.
<br />
<br /> A total of $40,000 is being awarded under the Coastal Resource
<br />~anagement Program to develop a shoreline component of the City's
<br />]omprehensive Plan. the primary emphasis of the plan will be placed
<br /> environmental and recreational conditions and uses of the shore-
<br /> ine and on public access.
<br />
<br /> Of the total program cost of $48,000, 83%, or $40,000, represen
<br />7ederal funds and 17~, or $8,000, represents local match which will
<br />~e provided through inkind services of the Planning Department.
<br />
<br /> I recommend that the Coastal Resource Management Grant Program
<br />~e accepted and that a tctal of $~,000 be transferred from the Grant
<br />]ontingency Account to support the grant activities."
<br />
<br /> Motion of Mrs. Lucas and seconded by Mr. Gray, ~hat authoriza-
<br /> ion be granted to accept a Coastal Resources Management Program
<br /> 'ant and to transfer $40,000 from th~ Grants Contingency Account,
<br />~s requested, and was adopted by unanimous vote.
