March 11, 2014 <br />Discussion: <br />• The street maintenance funds received from VDOT are based on the number of <br />"lane miles" of improved street within the City as detailed by the VDOT Local Assistance <br />Division Urban Maintenance Inventory for the City of Portsmouth. <br />• VDOT requires a locality to submit Form U-1 to their District Office indicating any <br />changes to their inventory as new streets are added through development or as streets <br />are closed. <br />• The VDOT Urban Construction and Maintenance Program requires the <br />submission of a City Council resolution to accompany the attached Form U-1. <br />• The addition to the inventory in the attached Form U-1 is the result of reviewing <br />the streets accepted into our network and street closures from the last fiscal year. <br />• This review revealed 0.24 lane miles of additional roadway. <br />• VDOT has provided initial confirmation that this addition is acceptable and will <br />complete their review of our submission for conformance to state standards once the <br />resolution is submitted. <br />• VDOT will adjust the city's Urban Maintenance Inventory as appropriate. <br />Financial Impact <br />• The additional of this roadway segment will result in a minimal increase of <br />amount of funding from VDOT for street maintenance. The increased amount would be <br />at least $2,632.80 based on last year's allocation per lane mile. <br />Recommended Action: <br />• Adoption of the resolution. Vision Principles: Neighborhoods and a Sense of <br />Community, A Robust Economy for Working Men and Women <br />Next Steps Following Council Action: <br />• Submit Resolution and comment letter to VDOT. <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TO APPROVE AN ADDITION TO THE STREETS IN THE CITY <br />OF PORTSMOUTH FOR THE PURPOSE OF INCREASING MUNICIPAL <br />ASSISTANCE PAYMENTS TO THE CITY <br />WHEREAS, the regulations of the Virginia Department of Transportation adopted <br />pursuant to Section 33.1-41.1 of the Code of Virginia, 1950, require that the City submit <br />a request for mileage additions, deletions and changes in functional classification of <br />streets which have occurred during the fiscal year for the purpose of calculating State <br />maintenance payments; and <br />WHEREAS, the increase in mileage to Sean Sykes Avenue, described in VDOT <br />Form U-1, identified as Exhibit A attached hereto and made a part hereof, has occurred <br />in the City of Portsmouth. <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the Virginia Department of Transportation be requested to <br />approve the mileage addition to Sean Sykes Avenue, more particularly described on the <br />aforementioned Exhibit A." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 100 -Adoption of a resolution authorizing the City Manager to execute a <br />Memorandum of Agreement between the City of Portsmouth and the Hampton <br />Roads Planning District Commission for a regional water quality monitoring <br />program to satisfy the requirements of federal and state law and reduce water <br />pollution in the Chesapeake Bay and its tributaries. <br />
