February 11, 2014 <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING 2014 AID TO LOCALITY FUNDS IN THE AMOUNT OF <br />$272,472 FROM THE VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND <br />APPROPRIATING SAID SUM IN THE FY 2013-14 GRANTS FUND TO SUPPORT <br />FIRE AND EMERGENCY SERVICES IN THE CITY." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 47 -Adoption of an ordinance accepting a Citizen Preparedness grant in the <br />amount of $14,910 from the Virginia Department of Emergency Management and <br />appropriating said sum in the FY 2013-14 Grants Fund for use by the Fire <br />Department for equipment, supplies, and training. Vision Principles: Lifelong <br />Learning Community and Neighborhoods and a Sense of Community. <br />Background: <br />• The Virginia Department of Emergency Management has awarded the City of <br />Portsmouth $14,910.00 in the 2014 Citizens Preparedness Grant (Citizens Corps). <br />• The Citizen Corps Program has joined the Federal Emergency Management <br />Agency (FEMA) as part of the National Preparedness Directorate. The mission of the <br />Citizen Corps is to bring "community and government leaders together to involve <br />community members in all-hazards emergency preparedness, planning, mitigation, <br />response and recovery." <br />• The Citizen Corps Program is coordinated through Portsmouth's Local <br />Emergency Planning Committee/Citizen Corps Advisory Council and includes the <br />following programs: Community Emergency Response Teams (CERT), Neighborhood <br />Watch, Medical Reserve Corps and the Portsmouth Amateur Radio Emergency <br />Services (PARES). <br />Discussion: <br />• These grant funds will be used to acquire additional supplies and equipment and <br />to provide training to ensure the future of the CERT, Neighborhood Watch, MRC, and <br />PARES programs. <br />• All expenditures must qualify under the grant conditions <br />Financial Impact: <br />• There is no financial impact to the City of Portsmouth. <br />Staff Recommends: <br />• Adoption of a proposed resolution.
