305 <br /> <br />April 29, 1987 <br /> <br /> Gary C. Richardson, 15- Gillis Road, representing the Portsmou· <br />Schools Maintenance Department, requested that the School <br />Board Budget not be cut and the requested amount be funded in full. <br /> <br /> Gene Baldwin, 404 Tareyton Lane, spoke on behalf of Cameron <br />Pitts, Hunters Point Civic League, and presented the following <br />letter: <br /> <br /> "We applaud the City Manager for his proposed reduction in the <br />real estate tax rate for the City of Portsmouth and resulting state <br />of ta× equalization. <br /> <br /> We now ask the city administration to address the two existing <br />~roblems that plague us each year. <br /> <br />1. The emotional trauma that is created every year by the <br />~ssessment notices and the resulting fear of tax increase needs to <br />solved. We suggested manatory annual equalization for the rea] es- <br />tax fane. If you reject our suggestion, then the taxpayers of <br />Portsmouth ask you for some other solution. <br /> <br /> 2. The stigma experienced by the senior citizens that is <br />created every year by a mandatory relief requested for the Social <br />Services Department needs correcting. <br /> <br /> We suggest a Senior Citizen's Discount rewarding our long <br />time senior residents for their support and contributions. <br /> <br /> If you reject our solution, then the proud deserving citizen'~ <br />of Portsmouth ask you for a way to save face and pride. <br /> <br /> The City Attorney has suggested that these requests may be <br />unconstitutional but our Virginia State Legislators do not agree. <br /> <br /> It is a fact that Roanoke, Virginia rewards all of it's Senior <br />Citizens by a real estate tax freeze. <br /> <br />Progressive Portsmouth should be a happy place to live. <br /> <br /> We ask you to please help the harmony and the feeling of <br />well being of our City,s bill payers." <br /> <br /> Kim Pittman, 1918 Effingham Street, representing AFSCME Counci <br />request that the School Budget not be cut, and salaries for the <br />support services be increased. <br /> <br />No action taken <br /> <br /> 87-201 - Motion of Mr; Barnes and seconded by Mrs. Webb, <br />consider a date for a public work session to be held, and was <br />adopted by unanimous vote. (?-0) <br /> <br />to <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Barnes, that <br />work session be held on Friday, May 1, 1987 at 4:00 p.m., <br />adopted by 6-1(Nay-Lucas) vote. <br /> <br />a public <br />and was <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, ~0~>rov~ide for <br />executive ses§ion be held following public work sessio~ to discuss <br />a PBRSQNNEL MATTER, and was adopted by 6-1(Nay-Lucas) vote. <br /> <br />On motion meeting adjourned at <br />APPROVBD <br /> <br />8:56 p.m. <br /> <br /> <br />
