The increase requested from the city is 11.8% <br />~ver last year. <br /> <br /> Of the budget requests, approximately $55 million or 86%, is <br />tevoted to people expenditures, leaving about $9 million for all <br /> expenditures. <br /> <br /> Some 87% of the total increase is needed for salary increases <br />aBR accompanying fringe benefits. This proposed expenditurerwill <br />~llow the Board to meet the State's mandate of a 10% increase for <br /> ~achers and ~o institute a new salary scale for support and admini <br /> trative personnel, the latter groups have been slated to receive <br /> ~creases ranging from 7 to 12%. <br /> <br /> One fringe benefit that has been a priority for the Board and <br />employee groups has been pay for unused sick leave at the time of <br />retirement. The Budget request would allow the Board to pay $30.00 <br />a day not to exceed one hundred (100) days for retirees having a <br />minimum of ten (10) years experience in Portsmouth. <br /> ?he total number of personnel projected represents a net in- <br />crease of eight (8) new positions over this year. <br /> The remaining 13% Frojected increase or $800,000 will fund: <br /> <br />i. School improvement efforts <br />2. Increase tuition costs for Special Education <br />3. $10,000 per high school for athletics <br />4. The Governor's Magnet School in the amount of <br /> <br />$64,000 <br /> <br />Funding also will be sufficient to: <br /> <br /> Authority <br />.Fund major maintenance projects <br />Fund the Literary Loan payment <br /> <br />1. Maintain current class size <br />2. Continue phasing in of Unified Arts Team <br /> 3. Continue the extended day program for fourth grade <br /> 4. Implement the I.C. Norcom Center for Technology, Languages <br /> and the ~rts <br /> 5. Maintain current level of staff development <br /> 6. Complete Phase I of kindergarten through one curriculum <br /> development <br /> 7. Continue the comprehensive Arts/Music Theater Program <br /> 8. Increase transportation services for Special Education <br /> and Norcom <br /> 9. Fund the increase in contracted services for the Landfill <br /> <br />10. <br />11. <br /> <br />for Churchland Academy <br /> <br /> Obviously with the changes just implemented by the School Boar~ <br />some of the specifics of these requests may be adjusted somewhat <br />but it is too early to tell at this point. I would like to thank <br />the Council for funds previously furnished for buses and for those <br />that may be forthcoming in the future." <br /> <br />Mr. Ryder responded to questions of Council members. <br /> <br /> Bennie Wood, 49 Prospect Parkway, representing the Policeman <br />and Fireman Asscciation-Retired, requested Council to grant a <br />greater increase for retirees tha~ what is presently presented in <br />the budget. <br /> <br /> Vera William, 2111 Pearl Street, ~pres~nting En~epend~nce~'~' <br />Center of Norfolk, requested an additional Ss,000.00 in the budget <br />for a satellite office to serve the handicapped citizens ~n the cit <br />of Portsmouth and Chesapeake. <br /> <br /> Robin Delane, 3~31 Dunedin Drive, representing the Portsmouth <br />Education Association, requested that the $1,000,000. cut from <br />~he School Board Budget be restored. <br /> <br /> <br />
