November 26, 2013 WHEREAS, the Virginia Department of Transportation (VDOT) annually develops a list of transportation projects to include in its Six-Year Improvement Program (SYIP); and WHEREAS, VDOT emphasized the inclusion of bridge and pavement projects along with those to improve safety and reduce congestion throughout the transportation network; and WHEREAS, the public comment period is currently open for the proposed SYIP 2015-2020; and WHEREAS, City staff has closely examined the City's transportation needs and has recommended inclusion of the following priority projects on the SYIP: • Funding for the current Churchland Bridge Replacement Project • Funding for the future replacement of the Paradise Creek (Victory Boulevard) Bridge • A revisiting of the contract for the Elizabeth River Tunnels project to remove the provisions that utilize tolls financing for deferred and future maintenance of the Downtown Tunnel-Midtown Tunnel-MLK Expressway Extension. • The development of an alternative funding source to pay for future maintenance of the Downtown Tunnel-Midtown Tunnel-MLK Expressway Extension Project. • The creation of a fund to offset a potential increase in tolls for projects (Mega Projects) that impact the Downtown Tunnel-Midtown Tunnel-MLK Expressway Extension Project. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it hereby endorses the inclusion of the above-referenced City of Portsmouth priority projects in the Virginia Department of Transportation's Six-Year Improvement Plan for Fiscal Years 2015-2020. BE IT FURTHER RESOLVED that the City Manager and the City Engineer are directed to communicate the above the above listed projects to the Virginia Department of Transportation for inclusion in said Plan." Charles Kelly to be reappointed to fill a three year term ending December 31, 2016. Lois Rieckhoff to be reappointed to fill a three year term ending December 31, 2016. Barbara Turner to be reappointed to fill a three year term ending December 31, 2016. Board of Building Code Appeals William Hargrove III to be appointed to fill a four year term ending August 31, 2017, replacing Dan Griffin. Community Criminal Justice Board Gracie Taylor to be appointed to fill a term ending June 30, 1016, replacing William Park.
