November 12, 2013 <br />At a Regular Meeting of the City Council on Tuesday, November 12, 2013, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />Pastor Thornton Frye opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to approve the minutes of a <br />Called Meeting of October 21, 2013, of a Called Meeting of October 22, 2013, of a <br />Regular Meeting of October 22, 2013, and of a Special Called Meeting of October 28, <br />2013, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- Public Hearing - <br />13 - 458 -Public hearing on use permit applications: <br />(a) UP-13-13 DOWNTOWN - Roger Rodriguez, with Timmons Group, is <br />requesting a use permit to construct a 5 story building containing <br />approximately 123,000 square feet with 134 dwelling units at 800 <br />and 805 Crawford Street. The property owned by the City of <br />Portsmouth and is designed on the Comprehensive Plan Land Use <br />Map for Mixed Use Downtown. This property is presently located in <br />the Downtown, D1 zoning district and is in the T-6 sub district. <br />Vision Principle: A Robust Economy for Working Men and Women. <br />1. Brian Revere, 200 Towne Center West Boulevard, Henrico, VA, spoke in support of <br />this item. <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-13-13 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />(b) UP-13-14 BRIGHTON NEIGHBORHOOD - RDS, Recycling & Disposal <br />Solutions, is requesting a use permit to install a pole sign and wall <br />sign at their facility located at 3325 Frederick Boulevard. The <br />property in zoned IN, Industrial, and is designated on the <br />Comprehensive Plan Future Land Use Map for Light Industrial. <br />Vision Principle: A Robust Economy for Working Men and Women. <br />There were no speakers. <br />Motion by Mr. Meeks, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that UP-13-14 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />
