June 13,2000 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, June 13, 2000, <br />there were present: <br /> <br />Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, *P. Ward Robinett, Jr., *J. Thomas <br />Benn III, *William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Ronald W. <br />Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Vice Mayor Griffin called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on May 23, 2000, and a Regular Meeting on May 23, 2000, and was <br />adopted by unanimous vote. <br /> <br />00 - 130 - Presentations: <br /> <br />Key to the City presented to Renata Sheppard, "Miss Portsmouth Seawall". <br /> <br />Proclamation presented to Chief Hugh Osborne for "Properly Identify Your Property <br />Month". <br /> <br />- Public Hearing - <br /> <br />00 - 131 - Public hearing on a street closure application: <br /> <br />(a) S-00-03 <br /> <br />DOWNTOWN NEIGHBORHOOD - Ordinance granting the request <br />of the City of Portsmouth for the closure of all of that portion of <br />Williamsburg Avenue lying between King Street to the north and <br />County Street to the south. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE CLOSING AND VACATING A PORTION OF WILLIAMSBURG <br />AVENUE." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />00 - 132 - Adoption of a resolution authorizing the City Manager to execute a deed <br />conveying to the Commonwealth of Virginia a small parcel of Cottage Place Park <br />located on County Street near its intersection with Constitution Avenue, for the <br />improvements to Turnpike Road as it meets and flows into County Street. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to execute a deed conveying <br />to the Commonwealth a small parcel of Cottage Place Park located on County Street <br />near its intersection with Constitution Avenue, along with a temporary construction <br />easement. <br /> <br />Purpose and Need: <br /> <br />· This parcel is necessary for the improvements to Turnpike Road as it meets and <br />flows into County Street. <br /> <br />Financial Impact: <br /> <br />· The City will convey the land to the Commonwealth for no consideration. <br /> <br />· After completion of the project, the Commonwealth is to convey the street <br />improvements to the City. <br /> <br /> <br />
