506 <br />September 10, 2013 <br />Amended motion by Ms. Psimas, and seconded by Mr,. Moody, to direct Staff as <br />part of the 2014-15 budget process to include a plan implementing the <br />recommendations of the Parks and Recreation Master Plan Study with the amendment <br />to advise on the implementation of the existing plan along with new ideas for additional <br />facilities or renovations as needed, and was adopted by the following vote: <br />Ayes: Cherry, Meeks, Moody, Psimas <br />Nays: Edmonds, Randall, Wright <br />13 - 382 -Report on Pending Items <br />There were no pending items. <br />13 - 383 -Non-Agenda Speakers <br />1. Coralie Fagen, 456 King Street, voiced her concern with bicycle safety in the City. <br />She also voiced her concern with the lack of air conditioner at the recreation center <br />and the lack of recycling receptacles at the apartment complex where she lives. <br />2. Ronnie Bouchillon, 701 Dawn Street, Richmond, VA, informed citizens of the Warm <br />Wise Residential Conservation Program. <br />3. Steve Carroll, 3112 Riveredge Drive, voiced his opposition to the tolls. <br />4. Sally Wright, 116 West Taylor Crest, asked that grass around Willett Hall be cut <br />before the upcoming concert. <br />5. Betty Copeland, 112 Tyler Crest, informed citizens and City Council of the 75t" year <br />of Community Concerts and of the upcoming concerts at Willett Hall. <br />6. Regenia Black, 572 Yorktown Avenue, spoke in opposition to the methadone clinic in <br />her neighborhood. <br />7.
