Robert Gray, L. Louise Lucas, J. Herbert Simpson, <br /> Gloria O. Webb, George L. Hanbury, II, City Manager, <br /> Steven Lieberman, City tttorney. <br /> <br /> Councilman J. Robert Gray opened the meeting with <br />followed by the Pledge of Allegiance to the Flag. <br /> Mayor Holley welcomed all visitors in attendance. <br /> REPORTS FROM THE CITY MANAGER <br /> <br />prayer, <br /> <br /> 87-205 - letter from the City Manayer recommending adoption of <br />an ordinance to apFropriate funds necessary for operation of the <br />City Government for and during the fiscal year beginning July 1, <br />1987, and ending June 30, 1988. <br /> The following letter covers Items 87-205, 87-206, and 87-207: <br /> "I herebysuhmit the apFropriations ordinance for the Operating <br />Budget for the fiscal year beginning July 1, 1987, and ending June <br />30, 1988, for your consideration on first reading. The ordinance <br />reflects the budget as I have recommended to the City Council and <br />which has been previously presented and submitted for your review. <br /> Also submitted herein are two additional ordinances for your <br /> consideration on first reading. The first establishes the Real <br /> Estate Tax for the fiscal year at $1.22, eight cents lower than the <br /> present rate, the tax on Personal Property and Machinery and Tool <br /> Taxes are re-established at their current levels. The second ordi- <br /> nance to be considered on first reading establishes the Business, <br /> Professional and Occupational License Tax rates to be applied to <br /> the tax bills in May, 1988. I am recommending that four categories <br /> be rolled back pursuant to state ]aw. This tax reduction will cost <br /> an estimated $336,500 in revenue during the FY 1988. <br /> In addition to the ordinances that require two readings, I am <br /> submitting several budgetary companion ordinances that will modify <br /> several fees and charges for services which I highlighted in my <br /> budget message and mn my oral presentation of my proposed budget to <br /> the Council. These are as follows: <br /> a) Senior citizens and disabled tax relief income levels are <br /> to be raised from $7,000 to $10,000 for those eligible for <br /> 100% exemption. The maximum income level to be eligible <br /> for relief is recommended to be raised from $12,000 to <br /> $15,000. Also, the ceiling on net worth is being increased <br /> from $40,000 to $50,000. Should the Council adopt this <br /> recommendation, it will mark the fourth consecutive year <br /> Council has addressed The tax relief for the Etderl~ and <br /> Handicapped. <br /> <br /> b] As I mentioned in my budget message a slight increase in <br /> sewer maintenance charges is being recommended in crder <br /> to ensure a continued return on investment in our sewer <br /> oFeration. The present fee of 41 cents per hundred cubic <br /> feet is recommended to increase 5 cents to 46 cents per <br /> hundred cubic feet. This change will amount to about <br /> seventy-five cents per bi-monthly billing for the average <br /> residential customer. <br /> <br /> c) Strong waste charges levied against certain businesses <br /> and industries are recommended to continue the phased <br /> p~ogram to reach paity with HRSD rates.
