Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Background: <br />• In accordance with Section 33.1-41.1 of the Code of Virginia, the Virginia <br />Department of Transportation (VDOT) makes street payments per lane mile to cities <br />and certain towns for use in the maintenance, construction and reconstruction of locally <br />maintained roadways. <br />• The General Assembly included language in the 2007 Appropriations Act <br />authorizing the Commonwealth Transportation Board (CTB) to make payments in lieu of <br />taxes (PILOT) to jurisdictions in which the Virginia Port Authority owns tax exempt real <br />estate <br />Discussion: <br />• The street payment to the City of Portsmouth this fiscal year is $11,181,738. The <br />PILOT for Portsmouth this fiscal year is $201,030. <br />• The total payment from the Virginia Department of Transportation is <br />$11,382,768. <br />• In the City of Portsmouth adopted FY 2013-14 budget, the revenue from VDOT is <br />estimated at $11,083,872. <br />• The actual revenue from VDOT exceeds the budget estimate by $298,796. <br />• The VDOT disperses these funds to the City of Portsmouth on a quarterly basis. <br />These funds may only be utilized on maintenance and improvements within the City <br />rights of way. <br />Financial Impact <br />• The $298,786 increase in funding will be included in the Public Works budget for <br />the street overlay program in the FY2013-14 Operating Budget. <br />Recommended Action: <br />• Adoption of an ordinance.
