May 12, 1987 <br /> <br />Other items under Unfinished Busmness <br /> <br />8=-165 Rezoning application and amendment to the~City Code: <br /> <br />Ordihanae to amend Sections 40-48, 40-120, 40-121, <br />40-122, and a0-123 concerning the establishment of <br />a new zoning district and revision of existing park- <br />ing requirements in the Downtown D-1 zoning district <br />CA 87-1. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that the item <br />be tabled, and was adopted by unanimous vote. <br /> <br />(b) <br /> <br />DOWNTOWN NEIGHBORHOOD Rezoning application of the <br />City Planning Commission, by Planning Director <br />Ernest Freeman, for property generally bounded by <br />London Boulevard on the north, the Norfolk and <br />Portsmouth Belt Line Railroad on the west, County <br />Street on the south, and Chestnut Street on the eas~:~o~ <br />Downtown D-1 to Downtown D-2, Z87-6. <br /> <br /> Motion of Mr.~Gray and seconded by Mrs. Lucas, that the item <br />be tabled, and was adopted by unanimous vote. <br /> <br />87-27 - Amendment to the City Code: <br /> <br />(c) <br /> <br />Ordinance to amend Section 40-102 pertaining to <br />parking variances in historic districts, approved <br />on first reading at the meeting of January 27, 1987, <br />deferred from the regular meeting of February 10, <br />1987, CA 86-11. <br /> <br /> Lewis Thomas, 131 Florida Avenue, representing the Port Norfol <br />Civic League, spoke against the plan as it did not address resident <br />parking in the historic districts. <br /> <br /> Motion of:Mr:~Simpson and"seconded by Mrs. Wehb, :that ditizen <br />be allowed to speak, and was adopted by unanimous vote. <br /> <br /> Doris Leitner, 215 Glasgow Street, representing the Olde Towne <br />Civic League, requested that Olde Towne be exempted from the Code <br />Amendment and no parking variances be allowed. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Simpson, to amend the <br />ordinance to exempt Olde Towne from the parking variances. <br /> <br /> Substitute motion of Mr:.Barnes and seconded by Mr. Gray, to <br />defer action on the matter to the meeting of May 26, 1987, and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Corprew, Gray, Holley <br />Nays: Lucas, Simpson, Webb <br /> <br /> 87-205 - The following ordinance approved on first reading at <br />the special meeting of May 6, 1987 was taken up and read: <br />(excluding items HER and STOP) <br /> "AN ORDINANCE TO APPROPATIATE FUNDS NECESSARY FOR OPERATION <br /> OF THE CITY GOVERNMENT FOR AND DURING THE FISCAL YEAR <br /> BEGINNING JULY 1, 1987 AND ENDING JUNE 30, 1988." <br /> <br /> Vera Williams, 2111 Pearl Street, representing the Endependen¢ <br />Center, Inc., spoke concerning funding for the Center. <br /> <br /> Claude McGlothlin, 715 Madison Street, Apt.~ll0, representing <br />the Endependence Center, !nc., spoke concerning funding and request <br />lifts be provided on TRT buses. <br /> <br />al <br /> <br /> <br />
