June 25, 2013 <br />WHEREAS, the Chief Administrative Officers of the member localities have <br />established a Technical Committee to review and address disposal of waste after <br />January 2018. <br />NOW, THEREFORE, BE IT RESOLVED that the Council of the City of <br />Portsmouth supports and directs the City Manager to undertake all necessary actions to <br />further explore and select the most cost-effective method of solid waste disposal for its <br />citizens, including but not limited to, the development of a new Use and Support <br />Agreement for solid waste disposal with SPSA after January 24, 2018. <br />BE IT FURTHER RESOLVED that this resolution, while an expression of the <br />City's desire and support for the development of acost-effective and feasible regional <br />waste disposal system, does not constitute a binding commitment by the City of <br />Portsmouth to continue membership in or to participate in a SPSA-like system after <br />January 24, 2018." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright <br />Nays: None <br />- New Business - <br />13 - 271 -Boards and Commissions <br />There were no appointments. <br />13 - 272 -Items Submitted by Council Members <br />- Mayor Wright provided updates on the following events: <br />- Memorial services for Deputy Sheriff Billy McDonald and Ms. Doris Leitner <br />- Relay for Life <br />- Battle of Craney Island -Battle of 1812 <br />- Grand opening of Paradise Nature Park <br />- Lincoln Park Dale Homes Community Center <br />- Mr. Moody spoke on the following events: <br />- Cradock Patriotic Parade and Bike Parade <br />- Long Point 1St Annual Barbecue Cook-off <br />- Virginia Port Authority Eastern Expansion of Craney Island Tour <br />13 - 273 -Report on Pending Items <br />• Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the June 11, 2013 City Council Meeting. <br />13 - 274 -Non-Agenda Speakers <br />1. Donna Sayegh, 3104 Garland Drive, spoke on Principle of Liberty #10.. <br />2. Elvira Johnson, 3313 Armistead Drive, voiced her concern with the lack of <br />recreational facilities in Truxton. <br />3. Steve Carroll, 3112 River Edge Drive, paid tribute to Paul Landers. He also asked <br />that an emergency fund for the School Board be set up that would be regulated by <br />the City Council. <br />On motion, meeting adjourned at 8:34 p.m. <br />
