June 25, 2013 <br />Discussion: <br />• The City of Portsmouth must always explore the most cost-effective method of <br />service delivery and waste disposal for its citizens and future generations. <br />• SPSA has the regional structure in place to provide waste disposal services post <br />2018. <br />• Portsmouth, as a member of SPSA, will have access to the Suffolk Regional <br />Landfill as a long-term asset. <br />• The City supports regional cooperative services, as a method of obtaining the <br />most cost-effective approach to addressing the issues that impact the Hampton Roads <br />localities. <br />• This is anon-binding resolution that will form the basis for the continued <br />negotiation on the details of a post 2018 waste disposal. <br />Financial Impact: <br />• There is no financial impact at this time. <br />Recommended Action: <br />• Adoption of the resolution. Box 50141, spoke in support of this item. <br />Motion by Mr. Edmonds, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION ACKNOWLEDGING REGIONAL EFFORTS TO MANAGE SOLID <br />WASTE IN SOUTH HAMPTON ROADS AFTER JANUARY 24, 2018, AND THE <br />CITY'S INTENT TO PURSUE COOPERATIVE DEVELOPMENT OF A REGIONAL <br />SOLID WASTE MANAGEMENT SYSTEM. <br />WHEREAS, the Southeastern Public Service Authority ("SPSA") was created by <br />concurrent resolution of the Cities of Chesapeake, Franklin, Norfolk, Portsmouth, <br />Suffolk and Virginia Beach, and the Counties of Isle of Wight and Southampton <br />(collectively "the member localities") in 1976 as a cooperative effort amongst the cities <br />to dispose of the region's solid waste, and; <br />WHEREAS, all of the member localities' Use and Support Agreements with <br />SPSA will expire on January 24, 2018 and; <br />WHEREAS, SPSA's contract with Wheelabrator Technologies, Inc., regarding <br />the disposal of municipal solid waste delivered to the RDF plant is scheduled to expire <br />on January 24, 2018. <br />WHEREAS, in the event of SPSA's dissolution, its assets are to be distributed in <br />accordance with applicable provisions of the Virginia Water and Waste Authorities Act, <br />but that the current Use and Support agreement between SPSA and the City of Suffolk <br />provides that the Regional Landfill site shall be conveyed to the City of Suffolk upon <br />permanent completion of the operation of the landfill by SPSA for the disposal of solid <br />waste, and; <br />WHEREAS, the City of Portsmouth must always explore the most cost-effective <br />method of service delivery and waste disposal for its citizens and future generations, <br />and; <br />WHEREAS, a regional approach, if cost-effective and feasible, is a desired <br />outcome, and; <br />
