May 14, 2013 <br />Financial Impact: <br />• Funds will be available for undertaking the priorities established by the 5-Year <br />CP and in agreement with the statutory purposes of the CDBG and HOME programs. <br />• There is no matching fund requirement for CDBG funds. HOME funds require a <br />match contribution of not less than 12.5% of the HOME funds drawn. <br />Recommended Action: <br />• Adoption of the resolution. HUD provides a 45-day comment period and the FFY 2013 Program <br />Year will start July 1, 2013. <br />"RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT <br />2014 ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND <br />AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO <br />OBTAIN THE CITY'S COMMUNITY PLANNING AND DEVELOPMENT GRANT <br />ENTITLEMENTS. <br />WHEREAS, pursuant to the Housing and Community Development Act of 1974, <br />as amended, and the Cranston -Gonzalez National Affordable Housing Act of 1992, as <br />amended, ("Acts"), financial assistance is provided to enable localities to provide decent <br />housing, establish and maintain suitable living environments, and expand economic <br />opportunities for low to moderate income residents; and <br />WHEREAS, each of the Community Planning and Development programs <br />(Community Development Block Grant and Home Investment Partnerships) shall be <br />operated on a single consolidated program year; and <br />WHEREAS, the required public hearing has been held and the City Council has <br />reviewed the proposed 2014 Action Plan ("2012 Action Plan"); and <br />WHEREAS, it is necessary that this Council take official action regarding the <br />2014 Action Plan to comply with the regulations of the aforementioned Acts; and <br />WHEREAS, this Council is aware of the federal regulations governing the <br />undertaking and carrying out of activities under the community planning and <br />development programs; and <br />WHEREAS, this Council recognizes its responsibility to direct that safeguards be <br />established to protect employees from using their positions for a purpose that gives the <br />appearance of being motivated by a desire for private gain for themselves or others, <br />particularly those with whom they have family, business or other ties; and <br />WHEREAS, this Council has found that the proposed 2014 Action Plan is <br />appropriate to meet the needs of the City and, therefore, is acceptable. <br />NOW THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the proposed 2014 Action Plan having been reviewed and considered, <br />said Plan be and hereby is approved as final in all respects, and the City Manager is <br />hereby authorized to file any additional information as may be required with the <br />Department of Housing and Urban Development in order to obtain funding for the <br />programs addressed in the Plan. <br />BE IT FURTHER RESOLVED that the City Manager is designated as the <br />certifying officer and authorized representative of the City of Portsmouth and shall <br />provide assurances as required of the locality by the Acts for the approval of the <br />Program." <br />
