Vision Principles: <br />Change and New Directions, a Robust Economy for Working Men and Women, <br />Lifelong Learning Community, Neighborhoods and a Sense of Community, <br />Quality of Life, and Efficient, Responsive Government. <br />Background: <br />• For each of the five federal fiscal years covered by the adopted Consolidated <br />Plan (CP), FFY2009 to FFY2013, the City prepares an Annual Action Plan detailing how <br />the resources made available will be used to implement the goals outlined in the 5-Year <br />CP. <br />• The City of Portsmouth FY2014, which runs from July 1, 2013 through June 30, <br />2014, is the fifth year plan of the current five-year plan cycle. <br />• The City of Portsmouth will receive funds through the Community Development <br />Block Grant Program (CDBG) and HOME Investments Partnership Program (HOME). <br />The financial resources the City expects to have available during the FY2014 program <br />include a CDBG entitlement grant of $1,351,678.05. The City also expects to have a <br />total of $310,820.67 in HOME funds available, including a HOME entitlement grant of <br />$80,820.67 and prior years reprogrammed funds of $230,000. <br />Discussion: <br />• The Department of Planning requests adoption of the FY 2014 Annual Action <br />Plan and to authorize the City Manager to submit the plan to HUD, allowing the City of <br />Portsmouth to receive its CDBG and HOME entitlements. <br />• HUD has indicated that CDBG funding will be cut by about 5% over last year's <br />entitlement. The City has requested HUD to reduce the HOME grant by $313,032.26 to <br />reimburse HUD for terminated projects that were not completed. Staff also expects <br />HOME funding to be reduced by 5% over last year's entitlement. These anticipated <br />reductions are included in the appropriation ordinance. <br />
