<br />"ORDINANCE TO AMEND SECTION 27-7 OF CHAPTER 27 AND APPENDIX A OF
<br />THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) TO ESTABLISH A
<br />FEE FOR A CONCEALED HANDGUN PERMIT."
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />1. Ken Woolard, 462 B. Washington Street, spoke in support of the preservation and
<br />renovation of Willett Hall.
<br />2. Steve Carroll, 3112 Riveredge Drive, voiced his concerns with the cost of Other
<br />and Post Employee Benefits (OPEB).
<br />3. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to the budget.
<br />4. Pat Simons, 801 Mimosa Road, voiced her concern with the per capita debt in the
<br />City and OPEB.
<br />Motion by Mr. Meeks, and seconded by Mr. Edmonds, to adopt the following
<br />ordinance, and was adopted by the following vote:

<br />"ORDINANCE TO APPROPRIATE $388,809,371 FOR THE OPERATION OF CITY
<br />GOVERNMENT DURING THE FISCAL YEAR BEGINNING JULY 1, 2013."

<br />13 - 208 -Adoption of an ordinance approving a budget in the amount of
<br />$165,670,818 for the operation of the Portsmouth Public Schools during the
<br />fiscal year beginning July 1, 2013, and appropriating said funds by
<br />classifications. Vision Principles: A Robust Economy for the Working Men and
<br />Women, Lifelong Learning Community, Neighborhoods and A Sense of
<br />Community, Effective, Responsive Government, Pride of Past.
<br />Background:
<br />• On April 2, 2013, the City Manager presented the Proposed FY 2013-14
<br />Operating Budget to City Council, including recommended City funding for School
<br />operations. Council discussed the proposed budget in various Work Sessions during
<br />April and May, and City Council held public hearings on the proposed budget on April 9
<br />and April 23. Furthermore, Council desires to appropriate the School budget by
<br />category.
<br />Discussion:
<br />• With the adoption of this ordinance, Council is appropriating by category all of the
<br />funds necessary for the Portsmouth Public School 2013-2014 Budget. The School
<br />Board cannot transfer funds between categories without City Council prior approval.
<br />Financial Impact:
<br />• The Schools 2013-2014 budget is balanced without causing an increase in any of
<br />the City's various tax rates.
<br />Recommended Action:
<br />• Adoption of the attached ordinance. Vision Principles: A Robust Economy for the

<br />Next Steps Following Council Action:
<br />• The Portsmouth School Board will cause the implementation of the 2013-2014
<br />Budget effective July 1, 2013.
