<br /> At a regular meeting of the City Council held on Tuesday, May
<br />26, 1987, there were present:

<br />Mayor James W. Holley, III, Jack P. Barnes, E. G. Corprew,
<br />Jr., J. Robert Gray, L. Louise Lucas, J. Herbert Simpson,
<br />Gloria O. Webh, George L. Hanbury, II, City Manager,
<br />Steven Lieberman, City Attorney.

<br /> Rev.Richard E. Stahter, Pastor of Sweethaven Baptist Church,.
<br />opened the meeting with prayer, followed bY the Pledge of Allegianc~
<br />to the Flag.
<br />
<br /> Motion of Mr. Gray and seconded by Mrs. Lucas, minutes of the
<br />called meeting of May 12, 1987; and minutes of the regular meeting
<br />of May 12, 1987, to be approved as received, and was adopted by
<br />unanimous vote.
<br />
<br /> Mayor Holley welcomed all visitors in attendance.
<br />
<br />Mayor Holley recogni~d~l students of Mrs. Walton's and .
<br />Twine's Government Classes of I. C. Norcom High School.
<br />
<br /> 87-231 - John Paul C. Hanbury, Member of the Virginia Historic
<br />Landmark Board, made a presentation, on behalf of the Landmark Boarc
<br />two publications, "A Guidebook to Virginia Historical Markers" and
<br />"The Virginia Landmarks Register", as a gift to be placed in a prom-
<br />inent place available to visitors in the City.
<br />
<br /> Mayor Holley expressed appreciation for the gifts and assured
<br />Mr. Hanbury that they would be made available for visitors and
<br />citizens of Portsmouth, who would be interested in the publications
<br />
<br />87-232 - Public Hearing on the Portsmouth School Board
<br /> Appointments.
<br />
<br />The following citizens spoke:

<br /> Dorothy M. Hill, 405 Shenandoah Street, supporting the appoint
<br />2ent o£ Rabbi Steinburg.
<br /> Kathleen Yheaton, 3004 Reese Drive, supporting the appointment
<br />of Marie Goodwin.
<br /> Stephen P. Bristow, 424g Morgate Lane, President of Citizens
<br />for Quality Education, spoke concerning the quality expected in
<br />the appointments to the School Board.
<br />O~is E. Baldwin, 404 Tareyton Lane, requested to consider
<br />the appointments 0f members who have children in public schools.
<br />
<br /> Motion of Mrs. Webb and seconded by Mr. Barnes, that the fol-
<br />lowing speaker be granted an additional one minute, and was adopted
<br />by unanimous vote.
<br />
<br />Helen Hampton Jones, 1006 Robinson Road, asked to consider
<br />the questions outlined in her presentation. (See Exhibit 87-232)
<br /> Rev. Percy O. White, 3328 Killian Avenue, recommended Rev; I.
<br />S. Waters for appointment.
<br />Rosa Wells, 5632 High Street, West, requested that persons to
<br />be appointed to consider those who will meet ~ee needs of our young
<br />people and provide ~he possible services for/c~ty and our schools.
<br />Hilda ~cLain, 3716 Linnet Lane, requested to carefully select
