3-24 <br /> <br />May 26, 1987 <br /> <br /> At a called meeting of the City Council held on May 26, 1987, <br />there were present: <br /> <br /> Mayor James W. Holley, III, Jack P. Barnes, E. G. Corprew, <br /> Jr., J. Robert Gray, L. Louise Lucas, J. Herbert Simpson, <br /> George L. Hanbur%, II, City Manager, Steven Lieberman, City <br /> Attorney. <br /> <br />Absent: Gloria O. Webb <br /> <br />87-229 - The following call for the meeting was read: <br /> <br /> "Please attend a called meeting of the City Council to be held <br />n the City Council/City Manager Conference Room, 6th floor of City <br />Hall, 801 Crawford Street, at 4:30 p.m. on Tuesday, May 26, 1987, <br />for the purpose ora'public work session on: <br /> <br />i. Seawall Festival parking and traffic patterns. <br />2. U-turn at Portsmouth Boulevard and Jacquelyn Drive. <br /> <br /> In addition you may consider a motion to go into an executive <br />ession. <br /> <br />By order of the Mayor." <br /> <br /> 87-229(a] - Public Work Session was held on the following <br />[atters: <br /> <br /> 1. Capt. K. C. Allen, Special Events, Police Department, and <br />D. McDaniel, Traffic Engineer, briefed Council on the traffic <br /> parking procedures outlined for the Seawall Festival. <br /> <br />2. City Manager briefed Council on his proposal to solve the <br />-U-Turn sign request at Portsmouth Boulevard and Jacquelyn Drive. <br /> Stephen B. Clark, Pastor of Alliance Church, was present. <br /> <br /> 87-230 - Motion of Mrs. Lucas and seconded by Mr. Barnes, to g, <br />nto an executive session in accordance with Section 2.1-344 of the <br /> of Virginia to discuss the following: <br /> <br />1. The consideration, acquisition and use of real property <br />public purposes as permitted under subsection (a) (2); <br /> <br /> 2. Consideration of a personnel matter as permitted under <br />;ubsection (a) (1); <br /> <br />3. Consultation with City Attorney and briefing by staff <br />embers pertaining to actual or potential litigation or other legal <br />Ltters within the jurisdiction of the City Council as permitted <br /> ter subsection (a) (6); <br /> <br /> 4. The disposition of publicly held property as permitted <br />er subsection (a) (2); <br /> <br /> 5.
