April 9, 2013 WHEREAS, the Commonwealth Transportation Board has established procedures for allocation and distribution of funds provided; and WHEREAS, a resolution expressing Portsmouth City Council's continuing support of the application has been requested by the Norfolk and Portsmouth Belt Line. NOW, THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it hereby supports the application of the Norfolk and Portsmouth Belt Line to the Virginia Department of Rail and Public Transportation for Rail Preservation Program funds to be used for NPBL's Port Norfolk Rail Yard Project to rehabilitate switches and to replace rails." Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright Nays: None 13 - 167 -Adoption of a resolution authorizing the purchase of 319 Roberta Street in the Sugar Hill section of the City. Vision Principle: Neighborhoods and a Sense of Community. Background: • 319 Roberta Street, an unimproved lot within Sugar Hill, has been offered for sale to the City by the owner for the sum of $5,000. • The lot lies within that section of the City commonly known as Sugar Hill, consists of 0.098 acres, is unimproved and has an assessed value of $25,970. Discussion: • The City and its affiliates (primarily PPIC, although PRHA owns one of the improved lots) are the majority landowners of those various lots within the neighborhood. • There are no current plans for the development or redevelopment of those properties within Sugar Hill that are publicly owned but the lot lies between two other lots owned by the City. Future use of the public properties potentially includes redevelopment as a residential subdivision or for either active or passive recreational use. Financial impact: • The purchase price of $5,000 will be paid from the operating budget of the Department of Economic Development. The lot will become exempt from taxation. Current revenues based on the assessment and tax rate are approximately $330.00 per annum. Recommended Action: • Adopt the attached resolution. Vision Principle: Neighborhoods and a Sense Community. Motion by Mr. Edmonds, and seconded by Mr. Moody, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION AUTHORIZING THE PURCHASE OF 319 ROBERTA STREET IN THE SUGAR HILL SECTION OF THE CITY. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City Manager be, and he hereby is, authorized to enter into an agreement and to execute any other required documents for the purchase of real property known as 319 Roberta Street in the Sugar Hill section of the City and being more particularly described as Tax Parcel 0094-0160 in the Office of the City's Tax Assessor, under such terms and conditions as he shall deem in the best interests of the City of Portsmouth."
