April 9, 2013 <br />WHEREAS, the Commonwealth Transportation Board has established <br />procedures for allocation and distribution of funds provided; and <br />WHEREAS, a resolution expressing Portsmouth City Council's continuing <br />support of the application has been requested by the Norfolk and Portsmouth Belt Line. <br />NOW, THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that it hereby supports the application of the Norfolk and Portsmouth Belt Line <br />to the Virginia Department of Rail and Public Transportation for Rail Preservation <br />Program funds to be used for NPBL's Port Norfolk Rail Yard Project to rehabilitate <br />switches and to replace rails." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 167 -Adoption of a resolution authorizing the purchase of 319 Roberta Street <br />in the Sugar Hill section of the City. Vision Principle: Neighborhoods and a <br />Sense of Community. <br />Background: <br />• 319 Roberta Street, an unimproved lot within Sugar Hill, has been offered for <br />sale to the City by the owner for the sum of $5,000. <br />• The lot lies within that section of the City commonly known as Sugar Hill, consists <br />of 0.098 acres, is unimproved and has an assessed value of $25,970. <br />Discussion: <br />• The City and its affiliates (primarily PPIC, although PRHA owns one of the <br />improved lots) are the majority landowners of those various lots within the <br />neighborhood. <br />• There are no current plans for the development or redevelopment of those <br />properties within Sugar Hill that are publicly owned but the lot lies between two other <br />lots owned by the City. Future use of the public properties potentially includes <br />redevelopment as a residential subdivision or for either active or passive recreational <br />use. <br />Financial impact: <br />• The purchase price of $5,000 will be paid from the operating budget of the <br />Department of Economic Development. The lot will become exempt from taxation. <br />Current revenues based on the assessment and tax rate are approximately $330.00 per <br />annum. <br />Recommended Action: <br />• Adopt the attached resolution. Vision Principle: Neighborhoods and a Sense <br />Community. <br />Motion by Mr. Edmonds, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION AUTHORIZING THE PURCHASE OF 319 ROBERTA STREET IN THE <br />SUGAR HILL SECTION OF THE CITY. <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City <br />Manager be, and he hereby is, authorized to enter into an agreement and to execute <br />any other required documents for the purchase of real property known as 319 Roberta <br />Street in the Sugar Hill section of the City and being more particularly described as Tax <br />Parcel 0094-0160 in the Office of the City's Tax Assessor, under such terms and <br />conditions as he shall deem in the best interests of the City of Portsmouth." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />
