March 12, 2013 <br />- Public Hearing - <br />13 - 111 -Public hearing on rezoning and use permit applications: <br />(a) Z-13-01 CRADOCK -Cradock Properties, LLC, by Charles J. Bodnar, P.E. <br />agent, requests modifications to the conditions of the conditional <br />zoning and design guidelines of the property addressed as 4300 <br />George Washington Highway and 0 Victory (Rear). The property is <br />currently zoned conditional UR-MPO, Urban Residential Master <br />Planned Overlay. This property is the entire site of the former <br />Cradock High School site and property to the south that extends <br />from George Washington Highway to Deep Creek Boulevard. The <br />site is proposed for single family detached dwellings that are to be <br />built in compliance with a set of design guidelines. Vision Principle: <br />A Robust Economy for Working Men and Women. <br />1. C. J. Bodnar, 901 Port Centre Parkway, spoke in support of this item. <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to concur with the <br />recommendation of the Planning Commission that Z-13-01 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Moody, Psimas, Randall, Wright <br />Nays: Edmonds <br />(Councilman Meeks excused himself from voting on Item 13-111(a) because of <br />financial interest and left the Council Chamber prior to any consideration of the item.) <br />(b) UP-13-02 MIDTOWN REGIONAL ACTIVITY CENTER -Ali R. Daughtry, <br />agent for Kroger Limited Partnership I, requests a use permit to <br />construct a Large Retail Development (single tenant building) <br />containing approximately 125,000 square feet in Phase 1, with the <br />potential to expand to approximately 155,000 square feet, as a part <br />of a larger commercial shopping center to be located at 2900 <br />Turnpike Road. This site is the site of the former I. C. Norcom High <br />School. The property contains 21.02 acres and is owned by the <br />Portsmouth Economic Development Authority. The Future Land <br />Use Map in the Comprehensive Plan calls for this area to be <br />developed as Commercial and is part of the Midtown Regional <br />Activity Center. Vision Principle: A Robust Economy for Working <br />Men and Women. <br />There were no speakers. <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-13-02 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />(c) UP-13-03 MIDTOWN REGIONAL ACTIVITY CENTER -Ali R. Daughtry, <br />agent for Kroger Limited Partnership I, requests a use permit to <br />construct a pharmacy drive-through window as part of a larger <br />commercial shopping center to be located at 2900 Turnpike Road. <br />This site is the site of the former I. C. Norcom High School. The <br />property contains 21.02 acres and is owned by the Portsmouth <br />Economic Development Authority.
