March 12, 2013 <br />"RESOLUTION AUTHORIZING THE DEPARTMENT OF PUBLIC UTILITIES TO <br />EXCEED BY 25% OR MORE, THE CONTRACT WITH WILEY/WILSON FOR THE <br />PORTSMOUTH DAMS ALTERATION DESIGNS. <br />WHEREAS, the City of Portsmouth, through its Department of Public Utilities, <br />owns and operates three earthen dams in the City of Suffolk as part of a network of <br />lakes that serves as the City's water supply; and <br />WHEREAS, a Preliminary Engineering Report was prepared by Wiley ~ Wilson in <br />September 2010 that addressed the improvements and alterations needed to bring the <br />earthen dams into compliance with the updated safety regulations; and <br />WHEREAS, Wiley~Wilson has performed additional surveys and flood modeling <br />of the properties impacted by a potential dam failure and has identified and modified the <br />extent of the improvements required to bring the dams into compliance; and <br />WHEREAS, the potential savings to the City from Wiley/Wilson's work is $1.1 <br />million; and <br />WHEREAS, the additional work performed by Wiley/Wilson will add <br />approximately $40,500 to their original contract amount of $138,235 and will exceed the <br />original contract amount by more than 25%; and <br />WHEREAS, Section 12-183 of the City Code requires City Council approval to <br />exceed an original contract amount by more than 25% or $50,000, whichever is greater. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that, pursuant to Section 12-183 of the City Code, the City Manager and the <br />City Engineer are authorized enter into change orders in a total amount exceeding 25% <br />of the original contract amount with Wiley/Wilson." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 121 -Adoption of a resolution authorizing the purchase of 318 Roberta <br />Street. Vision Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• 318 Roberta Street, an unimproved lot within Sugar Hill, has been offered for <br />sale to the City by Branch Banking and Trust company (BB&T) for the sum of $4,000. <br />• The lot lies within that section of the City commonly known as Sugar Hill, consists <br />of 0.072 acres, is unimproved and has an assessed value of $11,690. <br />Discussion: <br />• The City and its affiliates (primarily PPIC, although PRHA owns one of the <br />improved lots) are the majority landowners of those various lots within the <br />neighborhood. <br />• There are no current plans for the development or redevelopment of those <br />properties within Sugar Hill that are publicly owned but the lot lies between two other <br />lots owned by the City. Future use of the properties potentially includes redevelopment <br />as a residential subdivision or for either active or passive recreational use. <br />Financial impact: <br />• The purchase price of $4,000 will be paid from the operating budget of the <br />Department of Economic Development. The lot will become exempt from taxation. <br />Current revenues based on the assessment and tax rate are slightly less than $150 per <br />annum. <br />Recommended Action: <br />• Adopt the attached resolution.
