February 26, 2013 <br />- City Manager's Report - <br />13 - 86 -Adoption of an ordinance to appropriate $425,000 in the FY 2012-13 <br />Education Fund (Other Funds) to pay food costs associated with the existing <br />RISE Ministries Summer Feeding Program and the new RISE Ministries After- <br />School Program. Vision Principles: Change and New Directions, Lifelong <br />Learning Community, Neighborhoods and a Sense of Community and Quality of <br />Life. <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to defer consideration of <br />Item 13-86 to the March 12, 2013 Council Meeting, and was adopted by the following <br />vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 87 -Adoption of an ordinance accepting a Local Emergency Management <br />Program Grant in the amount of $43,840 from the Virginia Department of <br />Emergency Management and appropriating said amount in the FY 2012-13 Grants <br />Fund for use by the Department of Fire, Rescue, and Emergency Services for <br />emergency management equipment, supplies, and training. Vision Principle: <br />Neighborhoods and a Sense of Community. <br />Background: <br />• The Virginia Department of Emergency Management recognizes the critical role <br />of emergency management at the local level. Strong local emergency management <br />programs keep the Commonwealth safer, and allow all of us to respond and recover <br />effectively and efficiently when an emergency or disaster occurs. <br />• The grant requires a 1:1 match ratio and the salary of the Deputy Coordinator of <br />Emergency Management is utilized as the City's contribution. <br />Discussion: <br />• Emergency Management equipment, supplies, and training are funded by this <br />program. This funding is essential in supporting the mission of protecting Portsmouth <br />citizens from natural and man-made disasters. <br />Financial Impact: <br />• In-kind match (Salary of Deputy Coordinator of Emergency Management) <br />Staff Recommends: <br />• I recommend adoption of attached ordinance. Vision Principle: Neighborhoods <br />and a Sense of Community. <br />Next Steps Following Council Action: <br />• Acquire equipment, supplies, and training in support of the City's comprehensive <br />emergency management program. <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A LOCAL EMERGENCY MANAGEMENT PROGRAM <br />GRANT IN THE AMOUNT OF $43,840 FROM THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY <br />2012-13 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE, AND <br />EMERGENCY SERVICES FOR EMERGENCY MANAGEMENT EQUIPMENT, <br />SUPPLIES, AND TRAINING." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />
