February 12, 2013 <br />Newport Community Development Authority <br />Earl Moore to be appointed to fill a term ending July 31, 2013, replacing Tom Harriman. <br />Portsmouth Port & Industrial Commission <br />Guy Wallace to be appointed to fill term ending December 31, 2015, replacing Jerrald <br />Miller. <br />Social Services Advisory Commission <br />Patrice Ward to be appointed to fill a term ending June 30, 2016, replacing Peter Baar. <br />Southeastern Alcohol Safety Action Program <br />Ursula Murphy to be appointed to fill a term ending September 12, 2015, replacing <br />Bentley Harrell. <br />Southeastern Tidewater Opportunity Project, Inc. <br />Councilwoman Marlene W. Randall to be appointed as a Member. <br />Motion by Mr. Moody, and seconded by Mr. Cherry, to close nominations, and <br />the above nominations were adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 27 -Items Submitted by Council Members <br />• Adoption of a resolution requesting that the Planning Commission <br />review the issue of whether the Zoning Code should be amended to <br />permit the confined raising of chickens and communicate its <br />recommendations to the City Council. <br />1. Kathy Shapley, 46 Byers Avenue, spoke in support of this item. <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION REQUESTING THAT THE PLANNING COMMISSION CONSIDER <br />WHETHER THE CITY'S ZONING CODE SHOULD BE AMENDED TO PERMIT THE <br />CONFINED RAISING OF CHICKENS AND SUBMIT ITS RECOMMENDATIONS TO <br />THE CITY COUNCIL. <br />WHEREAS, the City's current Zoning Code does not permit the raising or <br />maintenance of chickens in certain areas of the City; and <br />WHEREAS, some citizens have requested amendment of the Zoning Code to <br />permit that activity in confined portions of residential areas; and <br />WHEREAS, Virginia Code Section 15.2-2285 requires that, prior to amendment <br />of a zoning code, a locality must refer the matter to its planning commission for the <br />commission's recommendations. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby requests that City's Planning Commission consider the question <br />of whether the raising and maintenance of chickens in confined residential areas of the <br />City should be permitted, and that the Commission make recommendations to the City <br />Council on said matter." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />
