January 8, 2013 <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- City Manager's Report - <br />13 - 23 -Adoption of an ordinance to amend Chapter 4 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Section 4-33.1(d) thereof pertaining to <br />registration of dangerous dogs. Vision Principle: Efficient, Responsive <br />Government. <br />Background: <br />• Compliance with Code of Virginia 3.2-6540 -Control of Dangerous or Vicious <br />Dogs; Penalties and Renewal Fee. <br />Discussion: <br />• With this change, the required new fee and renewal fee for the dangerous dog <br />registration certificate in $150.00 and $85.00 respectively. Furthermore, the City <br />Treasurer fees will be assessed and collected by the City Treasurer annually on a <br />calendar year basis. The City Treasurer will be responsible for remitting $90.00 for <br />every new dangerous dag registered and $25.00 for every renewal to the State <br />Veterinarian for maintenance of the State Registry for Dangerous Dogs. <br />Financial Impact: <br />• Minor to the City of Portsmouth, i.e. $10.00 per each new and renewal <br />dangerous dog registration. Appendix A revised attached. <br />Recommended Action: <br />• I recommend that City Council adopt the attached ordinance. Vision Principle: <br />Efficient, Responsive Government. <br />Next Steps Following Council Action: <br />• Assessment and collection of the revised fees and remittance of such to the <br />State Veterinarian by the City Treasurer. <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA <br />(2006) BY AMENDING SECTION 4-33.1(d) AND APPENDIX A THEREOF <br />PERTAINING TO REGISTRATION OF DANGEROUS DOGS." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 24 -Adoption of an ordinance to amend Chapter 35 of the Code of the City <br />of Portsmouth, Virginia (2006) by amending Section 35-15 thereof to require the <br />payment of real estate taxes prior to the issuance of a business license. Vision <br />Principle: Efficient, Responsive Government. <br />Background: <br />• Compliance with Code of Virginia, 58.1-3700. <br />Discussion: <br />• The addition of requiring that real estate taxes enhances the collection of all <br />delinquent taxes, and fees owed by the applicant of a business license. <br />Financial Impact: <br />• Collection of all delinquent real estate taxes. A positive impact on related <br />revenue due the City. <br />Recommended Action: <br />• I recommend that City Council adopt the attached ordinance.
