January 8, 2013 Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None - City Manager's Report - 13 - 23 -Adoption of an ordinance to amend Chapter 4 of the Code of the City of Portsmouth, Virginia (2006) by amending Section 4-33.1(d) thereof pertaining to registration of dangerous dogs. Vision Principle: Efficient, Responsive Government. Background: • Compliance with Code of Virginia 3.2-6540 -Control of Dangerous or Vicious Dogs; Penalties and Renewal Fee. Discussion: • With this change, the required new fee and renewal fee for the dangerous dog registration certificate in $150.00 and $85.00 respectively. Furthermore, the City Treasurer fees will be assessed and collected by the City Treasurer annually on a calendar year basis. The City Treasurer will be responsible for remitting $90.00 for every new dangerous dag registered and $25.00 for every renewal to the State Veterinarian for maintenance of the State Registry for Dangerous Dogs. Financial Impact: • Minor to the City of Portsmouth, i.e. $10.00 per each new and renewal dangerous dog registration. Appendix A revised attached. Recommended Action: • I recommend that City Council adopt the attached ordinance. Vision Principle: Efficient, Responsive Government. Next Steps Following Council Action: • Assessment and collection of the revised fees and remittance of such to the State Veterinarian by the City Treasurer. Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 4-33.1(d) AND APPENDIX A THEREOF PERTAINING TO REGISTRATION OF DANGEROUS DOGS." Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None 13 - 24 -Adoption of an ordinance to amend Chapter 35 of the Code of the City of Portsmouth, Virginia (2006) by amending Section 35-15 thereof to require the payment of real estate taxes prior to the issuance of a business license. Vision Principle: Efficient, Responsive Government. Background: • Compliance with Code of Virginia, 58.1-3700. Discussion: • The addition of requiring that real estate taxes enhances the collection of all delinquent taxes, and fees owed by the applicant of a business license. Financial Impact: • Collection of all delinquent real estate taxes. A positive impact on related revenue due the City. Recommended Action: • I recommend that City Council adopt the attached ordinance. Vision Principle: Efficient, Responsive Government.
