<br />At a Regular Meeting of the City Council on Tuesday, January 8, 2013, there
<br />were present:
<br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene
<br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City
<br />Manager John L. Rowe, Jr., City Attorney George M. Willson.
<br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to approve the minutes of
<br />a Called Meeting of December 10, 2012, of a Called Meeting of December 11, 2012, of
<br />a Regular Meeting of December 11, 2012, of a Called Meeting of January 2, 2013, and
<br />of a Regular Meeting of January 2, 2013, and was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />13-21 -Presentation:
<br />• Presentation of special lapel pins to newly appointed board and commission
<br />members.
<br />- Public Hearing -
<br />13 - 22 -Public hearing on use permit applications
<br />(a) UP-12-16 WILLIAMS COURT ACTIVITY CENTER - Melvin Edwards of
<br />Unforgettable Soul Food Cafe requests a use permit to operate an
<br />entertainment establishment with live entertainment at 4608 George
<br />Washington Highway. The property is owned by Washington
<br />Victory LLC. The Future Land Use Map in the Comprehensive Plan
<br />calls for this area to be developed as a Mixed Use Corridor. It is
<br />located in the Williams Court Activity Center. Vision Principle: A
<br />Robust Economy for Working Men and Women.
<br />1. John Carr, 8 Rodgers Place, voiced his concern with the area becoming a row of
<br />bars.
<br />Motion by Mr. Moody, and seconded by Ms. Psimas, to concur with the
<br />recommendation of the Planning Commission that UP-12-16 be denied, and was
<br />adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />(b) UP-12-17 WILLIAMS COURT ACTIVITY CENTER - Matt Birdsall requests a
<br />use permit to operate an entertainment establishment for a banquet
<br />and recreation facility at 4584 George Washington Highway. The
<br />property is owned by Washington Court II Associates LLC, of which
<br />Matt Birdsall is a principal. The Future Land Use Map in the
<br />Comprehensive Plan calls for this area to be developed as a Mixed
<br />Use Corridor. It is located in the Williams Court Activity Center.
<br />Vision Principle: A Robust Economy for Working Men and Women.
<br />There were no speakers.
<br />Motion by Mr. Moody, and seconded by Mr. Cherry, to concur with the
<br />recommendation of the Planning Commission that UP-12-17 be approved with
<br />conditions, and was adopted by the following vote:
