November 27, 2012 <br />- New Business - <br />12 - 474 -Boards and Commissions <br />Mr. Moody offered the following nominations: <br />Library Board <br />Linnea Whitlow to be re-appointed to fill a three year term ending November 30, 2015. <br />Planning Commission <br />Davy Smith III to be reappointed to fill a four year term ending December 31, 2016. <br />Portsmouth Port & Industrial Commission <br />George Watkins to be reappointed to fill a four year term ending December 31, 2017. <br />Supplemental Retirement Board <br />Laura Belin to be appointed to fill a term ending September 30, 2016, replacing Phil <br />Smith. <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to close nominations, <br />and the above nominations were adopted by the following vote: <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 475 -Items Submitted by Council Members <br />- Mr. Moody apologized to Mr. Mark Geduldig-Yatrofsky for comments that were made <br />at a previous City Council Meeting. <br />Motion by Mr. Edmonds, and seconded by Mr. Heretick, to petition pursuant to <br />Portsmouth City Code Section 2-29, to amend the agenda to allow consideration of an <br />additional item related to funding for a corrections study, and was adopted by the <br />following vote: <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />Motion by Mr. Edmonds, and seconded by Mr. Heretick, that City Council <br />approve agenda item 12-441, entitled "An ordinance to appropriate the sum of $65, 176 <br />in the FY2012-13 General Fund for the City's share of the Hampton Roads Regional Jail <br />Community-Based Corrections Plan and Planning Study.", and was adopted by the <br />following vote: <br />1. Mark Geduldig-Yatrofsky, P. O. 50141, spoke in support of this item and suggested <br />that City Council form a Blue Ribbon Committee to review plan. <br />2. Tony Goodwin, 38 Linden Avenue, spoke in support of this item. <br />3. Lt. Lee Cherry, 1108 Melvin Drive, spoke in opposition to this item. <br />4. Reggie Allen, 1421 Wilcox Avenue, voiced his concern with another study being <br />done with no action from City Council. <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />
