November 27, 2012 <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA <br />AUTHORIZING APPLICATION FOR AN ALLOCATION OF FUNDS THROUGH THE <br />VIRGINIA DEPARTMENT OF TRANSPORTATION FISCAL YEAR 2014 REVENUE <br />SHARING PROGRAM FOR THE CHURCHLAND BRIDGE (SOUTHBOUND LANES) <br />PROJECT. <br />WHEREAS the City of Portsmouth desires to submit an application for an <br />allocation of funds up to $250,000 through the Virginia Department of Transportation <br />Fiscal Year 2014 Revenue Sharing Program; and <br />WHEREAS, $250,000 of these funds are requested to fund the Churchland <br />Bridge (Southbound Lanes) Rehabilitation project; and <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby supports the application for an allocation of $250,000 through the <br />Virginia Department of Transportation Revenue Sharing Program. <br />BE IT FURTHER RESOLVED that the City Manager or his designee is <br />authorized to execute project administration agreements for any approved revenue <br />sharing projects." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 468 -Adoption of a resolution supporting participation in the Virginia <br />Department of Transportation (VDOT) Fiscal Year 2014 Revenue Sharing <br />Program for the Extension of Elliot Avenue. Vision Principle: Neighborhoods <br />and a Sense of Community. <br />Background: <br />• The extension of Elliot Avenue is part of the Victory Village Apartments project. <br />• The VDOT Revenue Sharing Program provides an opportunity for localities to <br />provide local funds to match state funds for priority projects. <br />Discussion: <br />• VDOT issues a call to localities to submit Revenue Sharing applications for <br />qualifying projects in advance of their upcoming budget. <br />• City staff identifies eligible projects and submits the required applications and <br />other supporting materials to VDOT for consideration. <br />• The extension of Elliot Avenue provides a key roadway connection within the <br />Portsmouth Tidewater Community College Campus. <br />• A resolution from City Council outlining the request to participate and its support <br />of the project identified for funding from the Revenue Sharing program is required to <br />complete the application process. <br />Financial Impact <br />• The estimate for this project is approximately $1,500,000. <br />• The City is requesting $720,000 from the State. <br />• The developer is proffering funds for the balance. <br />Recommended Action: <br />• Adoption of the resolution.
