November 13, 2012 <br />Motion by Mr. Cherry, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that GHP-06-02A be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Heretick, Randall, Wright <br />Nays: Moody, Whitehurst <br />(c) HP-08-01A DOWNTOWN - Ann Bolen, authorized agent for the Virginia <br />Housing Development Authority, requests modifications to a <br />housing use permit, resolution number R-08-24, granted June 10, <br />2008. The property is located at 739 High Street and is zoned <br />Downtown, D-1, T-5. The Comprehensive Plan recommends <br />Downtown Mixed Use development. Vision Principle: A Robust <br />Economy for Working Men and Women. <br />1. Tony Goodwin, 38 Linden Avenue, spoke in opposition to this item. <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to deny the <br />recommendation of the Planning Commission that HP-08-01A be approved, and the <br />motion failed by the following vote: <br />Ayes: Moody, Whitehurst <br />Nays: Cherry, Heretick, Randall, Wright <br />(d) UP-12-10 BRIGHTON - Kesha Mason requests a use permit to operate a <br />halfway house, also called a residential reentry center, to be known <br />as Gwen's House at 1310 Centre Avenue, a property owned by <br />Christian Maull. The property is zoned UR, Urban Residential. The <br />Comprehensive Plan recommends Single Family Residential - <br />High Density development. Vision Principle: Change and New <br />Direction. <br />There were no speakers. <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-12-10 be denied, and was <br />adopted by the following vote: <br />Ayes: Cherry, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />(e) UP-12-14 MIDTOWN -James K. Jolley, agent for Jobs Venture LLC, requests <br />a use permit to operate an entertainment establishment with a <br />lounge and live entertainment at 611 Airline Boulevard. The site <br />also includes 601 Airline Boulevard and 1412 and 1414 Hamilton <br />Avenue. The Future Land Use Map in the Comprehensive Plan <br />recommends commercial development. Vision Principle: A Robust <br />Economy for Working Men and Women. <br />There were no speakers. <br />Motion by Mr. Heretick, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-12-14 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />
