<br />At a Regular Meeting of the City Council on Tuesday, November 13, 2012, there
<br />were present:
<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Acting City Manager
<br />J. Brannon Godfrey, City Attorney G. Timothy Oksman.
<br />Pastor Timothy Robertson opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a
<br />Called Meeting of October 22, 2012, of a Called Meeting of October 23, 2012, of a
<br />Regular Meeting of October 23, 2012, and of a Called Meeting of November 2, 2012,
<br />and was adopted by the following vote:
<br />Ayes: Cherry, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None
<br />- Public Hearing -
<br />12 - 439 -Public hearing on housing use permits, group housing use permit, and use
<br />permit applications:
<br />(a) HP-07-03A DOWNTOWN - Ann Bolen, authorized agent for the Virginia
<br />Housing Development Authority, requests modifications to a
<br />housing use permit, resolution number R-07-19, granted April 24,
<br />2007. The property is located at 719 High Street and 710 King
<br />Street and is zoned Downtown D-1, T-5. The property is further
<br />described as Tax Map 25, Parcels 4 and 19. The Comprehensive
<br />Plan recommends Downtown Mixed Use development. Vision
<br />Principle: A Robust Economy for Working Men and Women.
<br />1. Ann Bolen, 601 S. Belvidere Street, Richmond, VA, spoke in support of this item.
<br />2. Tony Goodwin, 38 Linden Avenue, spoke in opposition to this item.
<br />3. William Devers, 4540 Hatton Point Road, spoke in support of this item.
<br />4. Danny Meeks, 4065 Estates Lane, suggested that City Council continue to look for a
<br />viable commercial use for this property.
<br />5. Sheriff Watson, 701 Crawford Street, suggested that the property be subdivided.
<br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to deny the
<br />recommendation of the Planning Commission that HP-07-03A be approved, and the
<br />motion failed by the following vote:
<br />Ayes: Cherry, Moody, Whitehurst
<br />Nays: Heretick, Randall, Wright
<br />(b) GHP-06-02A DOWNTOWN - Ann Bolen, authorized agent for the Virginia
<br />Housing Development Authority, requests modifications to a group
<br />housing use permit, resolution number R-06-18, granted April 11,
<br />2006. The property is located at 723 and 725 High Street and 714
<br />King Street and is zoned Downtown D-1, T-5. The Comprehensive
<br />Plan recommends Downtown Mixed Use development. Vision
<br />Principle: A Robust Economy for Working Men and Women.
