October 23, 2012 <br />Motion by Mr. Cherry, and seconded by Mr. Edmonds, that City Council approve <br />the Separation Agreement between the City and Kenneth Chandler in substantially the <br />same form as presented to City Council this date, and that you, as Mayor be authorized <br />to execute the agreement on behalf of the City. The agreement includes the payment of <br />one year's salary and benefits as severance pay as per the Mr. Chandler's employment <br />contract. The public announcement of this severance agreement is made hereby, <br />pursuant to Section 15.2-1510.1 of the Code of Virginia, and was adopted by the <br />following vote: <br />Ayes: Cherry, Edmonds, Heretick, Randall, Wright <br />Nays: Moody, Whitehurst <br />- Mayor Wright informed citizens that Council had appointed J. Brannon Godfrey <br />Acting City Manager and that he would be sworn in 8 a.m. Wednesday morning. <br />12 - 431 -Report on Pending Items <br />• Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the October 9, 2012 City Council Meeting. <br />12 - 432 -Non-Agenda Speakers <br />1. Joe Wright, 1451 Welcome Road, voiced his displeasure with the how the City <br />Council has handled the issues surrounding the City Manager. <br />2. Steve Carroll, 3112 Riveredge Drive, apologized to City Attorney Oksman and <br />voiced his concern for what he believes is corruption within the City. <br />3. Robert Brown, 5105 Greenbrook Drive, asked that City Council eliminate the Social <br />Security Offset. <br />4. Travis Lee, 15205 Newbill Lane, Carrollton, VA, asked that City Council eliminate <br />the Social Security Offset. <br />5. Judy Mallory, 4203 Nina Drive, Chesapeake, VA, asked that City Council eliminate <br />the Social Security Offset. <br />6. Peg Nourie, 433 Riverside Drive, presented a piece of plank and deck spike to the <br />City Council from the HMS Victory along with the certificate of authenticity as a gift to <br />the Portsmouth Museums. <br />7. Clyde Toler, 1029 Blair Street, asked that the citizens start coming together and <br />exercise their right to vote on November 6, 2012. He also asked that City Council <br />eliminate the Social Security Offset. <br />8. Terry Danaher, 413 Dinwiddie Street, provided an update in the tolls lawsuit. She <br />also informed citizens and City Council of fundraisers for the lawsuit taking place <br />November 2-4, 2012. <br />9. Delores Knight, 33 Kennedy Drive, voiced her concern with a campaign handout. <br />10. Donna Sayegh, 3104 Garland Drive, spoke on Principle of Liberty #1. <br />11. Pastor Kevin Kelly, 4404 Southampton Arch, voiced his concern with campaign <br />flyers that were left on vehicles at the church where he is pastor. <br />12. Kintrell Devin, 515 Water Lilly Road, asked City Council for support of her new <br />mentoring program. <br />13. John Lifsey, 229 Mount Vernon Avenue, invited everyone to the Port Norfolk Civic <br />League's Boo-Yah 5k run, Sunday, October 28 and to the Holiday Homes Tour, <br />Sunday, December 9, 2012. <br />
