October 23, 2012 <br />"ORDINANCE APPROPRIATING THE SUM OF $68,243.40 IN THE FY 2012-13 <br />GENERAL FUND FOR USE BY THE CENTER FOR COMMUNITY DEVELOPMENT, <br />INC." <br />Ayes: Cherry, Edmonds, Moody, Randall, Whitehurst <br />Nays: Heretick, Wright <br />Adoption of a resolution expressing the opposition of the City of Portsmouth to <br />uranium mining in the Commonwealth of Virginia. <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION EXPRESSING THE OPPOSITION OF THE CITY OF PORTSMOUTH <br />TO URANIUM MINING IN THE COMMONWEALTH OF VIRGINIA. <br />WHEREAS, a private corporation is seeking to lift a legislative moratorium on <br />mining uranium mining in Virginia so that the corporation may commence mining <br />uranium at a facility in Pittsylvania County, and <br />WHEREAS, said location is within the watershed of the New River Valley, which <br />feeds Lake Gaston, and <br />WHEREAS, Lake Gaston supplies drinking water to a number of Hampton <br />Roads localities, including Virginia Beach, Norfolk, Chesapeake, and Suffolk, and <br />WHEREAS, Virginia Beach has had certain scientific studies made of this <br />proposal, and those studies show a degree of risk that mining uranium at that location <br />could result in contamination of the Lake Gaston water supply, and <br />WHEREAS, a number of Virginia localities, including Virginia Beach, Norfolk, <br />Chesapeake, Suffolk, and also the Hampton Roads Planning District Commission, have <br />enacted resolutions in opposition to lifting said moratorium, because of the risk for the <br />region's water supply, <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br />1. That the City of Portsmouth is hereby officially opposed to lifting the present <br />moratorium on uranium mining. <br />2. That the City Manager is directed to have his staff monitor all developments <br />on this issue and to report to City Council as needed." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />Motion by Mr. Cherry, and seconded by Mr. Edmonds, that the agenda be <br />amended to allow consideration of one motion to accept the resignation of Mr. Chandler <br />and a second motion to authorize a separation agreement for him, and was adopted by <br />the following vote: <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />Motion by Mr. Cherry, and seconded by Mr. Edmonds, that City Council accept <br />the resignation letter of Mr. Kenneth Chandler, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />
